Scope of Work

• Latrines and stations must meet specified standards (e.g., Urban Jet KZY-Western, Hino Kogyo MP-1-WQT, Hamanetsu -HW-12).
• Labeling: All latrine doors in English and Japanese with minimum 2-inch lettering, including specific signage for handicap units.
• Lighting: Interior lighting for all latrines and exterior lighting for safety in designated areas.
• Hand Wash Stations: Supply liquid soap and maintain filled water tanks; wastewater must be pumped into a tank, not freely drained.
• Cleaning & Servicing: Empty latrines before cleaning, maintain a 5-inch disinfectant solution level, and provide trash containers with disposable bags. Ensure units are free of debris, stains, and odors.
• Waste Disposal: Dispose of collected waste at the Yokota Air Base Sewage manhole or an approved alternate location.
• Re-supply: Provide an estimated 7,100 rolls of toilet paper and 175 large bottles of hand sanitizer.

Performance Standards

• Cleaning must result in units free of all debris, stains, smudges, marks, mud, dust, dirt, sand, soil grit, mildew, fungus, scum, and rust stains.
• A five (5) inch disinfectant solution level must be maintained in each waste container after emptying.
• Adherence to a regular cleaning and re-supply schedule.

Period & Place of Performance

• Installation: Friday, May 15, 2026.
• Work Site: Friendship Festival area on/or near the flight line and Building 88 at Yokota AB, Japan.
• Hours of Operation: Varying times from May 15 to May 18, 2026.
• Final Removal: Emptying, cleaning, and removal by 0440 on Monday, May 18, 2026.

Special Requirements

• Contractor must provide an English-proficient Contract Manager with full authority.
• Contractor employees must maintain a neat appearance and not pose a threat to health, safety, or security.
• All contractor employees require authorized access to Yokota AB.
• The Government will provide water, electricity, sewage, and emergency services.
• The contractor is responsible for repairing any damage caused by their operations.
