Statement of Work (SOW) / Performance Work Statement (PWS)

To provide portable toilets, handicap accessible portable toilets, and hand washing stations for visitors to the Marine Corps Air Station (MCAS) Iwakuni 2026 Friendship Day Air Show, from May 02 – May 03, 2026.

• Provide a total of 585 Regular Portable Toilets, 28 Handicap Accessible Portable Toilets, and 96 Hand Washing Stations across 20 designated zones.

• Deliver, set up, maintain, service, and remove all rented equipment.

• Ensure all portable toilets and hand washing stations are in place by Family Day, May 02, 2026.

• Service 50 portable toilets after the Family Day event on May 02, 2026, to prepare for Friendship Day on May 03, 2026.

• Relocate portable toilets and handwashing stations from specific zones to a staging area by 1600 on May 04, 2026.

• Remove all equipment from MCAS Iwakuni by May 07, 2026.

• Provide personnel to install, manage, service, and remove all equipment.

• Provide at least one translator to liaise between military personnel and contracted personnel.

• Ensure personnel are legal to work in Japan and adhere to local work-rest labor laws.

• Dispose of all waste material (black/grey water) off-installation.

• All portable toilets and handwashing stations must be functional and serviceable throughout the event.

• Toilet paper and hand soap resupply must be readily available.

• Contractor personnel must monitor zones for functionality and serviceability.

• Accuracy of 100% for delivery, cleaning, and servicing tasks.

• Period of Performance: March 02, 2026 – May 07, 2026 (includes site surveys, setup, event support, and removal)

• Obtain necessary licenses and permits applicable to executing the PWS in Japan.

• Contractor personnel must be readily identifiable and comply with identification requirements.

• Personnel must possess valid DBIDS credentials prior to April 03, 2026.

• Contractor must consider the overlap with Japan's Golden Week.

• Adhere to all applicable laws, including OSHA and DOD environmental, safety, and occupational health directives.

• Vehicle licensing, registration, insurance, and road law compliance are required.

• Obtain necessary installation access and credentials for personnel.

• No travel is authorized for this contract.
