Performance Work Statement (PWS)

This Performance Work Statement (PWS) defines the scope of environmental remediation services required for Shaw Air Force Base (AFB), South Carolina. The primary goal is to conduct site restoration under the Optimized Remediation Contract (ORC) to achieve specific Performance Objectives (POs) at 18 Installation Restoration Program (IRP) sites.

The Contractor will be responsible for a range of environmental remediation activities, including:

• Investigation and design of remedial systems.

• Construction and operation of established remedies.

• Optimization of existing remedies.

• Achievement of site-specific objectives, aiming for Response Complete (RC) or Site Closeout (SC).

• Management and disposal of investigation-derived waste (IDW), including PFAS-contaminated media.

• Conducting 1,4-Dioxane investigations and compliance monitoring.

• Operations and Maintenance (O&M) of remediation equipment and well networks.

• Developing and updating Conceptual Site Models (CSMs) and exit strategies.

• Advanced Site Characterization for sites with complex attributes hindering progress.

• Performance Objectives (POs) are defined for various sites, including Remedial Action-Operation (RA-O) with optimization, Long-Term Management (LTM), Response Complete (RC), and Site Closeout (SC).

• Performance Periods (PP) are specified for each site.

• Performance Standards require government and regulatory approval for deliverables.

• Contractors must develop and utilize Performance Models to track progress and demonstrate remedy effectiveness.

• Optimization is defined as reducing contaminant mass/concentrations or Life Cycle Cost (LCC), or accelerating RC/SC.

• The contract covers environmental remediation activities at Shaw AFB, South Carolina.

• Performance Periods (PP) vary by site, starting from the obligation date of the first performance Sub-CLIN.

• Compliance with federal, state, and local regulations, DoD and AF instructions, and installation-specific orders.

• Development and maintenance of a Project Management Plan (PMP), Integrated Master Schedule (IMS), and Milestone Payment Schedule (MPS).
