Evaluation & Submission
This is a two-phase design-build selection process.
- Phase I evaluates Technical Approach (Acceptable/Unacceptable), Experience (Factor 2), Past Performance (Factor 3), and Safety (Factor 4). Revised Phase I proposals are due June 5, 2026, by 2:00 PM EDT.
- Phase II (by invitation only) evaluates Technical Solution (Factor 5), Small Business Utilization and Participation (Factor 6), and Price. Phase II proposals are due July 7, 2026, by 2:00 PM EDT. Award will be made to the responsible Offeror whose proposal represents the best value to the Government. Offerors must be registered in SAM.gov and the PIEE module. CMMC Level 1 certification is required due to access to non-public information.
