Evaluation & Submission
This is a two-phase design-build selection process. Phase I evaluation factors include:
- Technical Approach (Acceptable/Unacceptable)
- Experience (Factor 2): Revised criteria require 2-5 relevant Permanent Modular Construction (PMC) projects, each $15,000,000 or greater, demonstrating new construction of a two-story or greater commercial/industrial/institutional building within the last 15 years. General Construction and Design Experience projects of $50,000,000 or more are also required. Subcontractor experience is allowed for PMC (Subfactor 2b). The mandatory "Construction & Design Experience Project Data Sheet (Attachment C)" must be used.
- Past Performance (Factor 3): Utilize the NAVFAC Form PPQ (Attachment D) or CPARS.
- Safety (Factor 4)
Phase II will evaluate Technical Solution, Small Business Utilization and Participation, and Price. Award will be made to the responsible Offeror(s) whose offer represents the best value.
Offerors must be registered in SAM.gov, and Joint Ventures must be registered in SAM.gov and the PIEE module at Phase I submission. A bid bond (SF-24) of 20% of the total bid price or $3M (whichever is less) is required. DFARS clauses 252.204-7021 and 252.204-7025 apply, requiring CMMC Level 1 certification.
