Submission & Evaluation

This is a two-phase, best-value selection process.

  • Phase I: Evaluates Technical Approach (Acceptable/Unacceptable), Experience (Factor 2), Past Performance (Factor 3), and Safety (Factor 4). Offerors selected for Phase II were invited to submit proposals. Revised Phase I proposals were due June 5, 2026.
  • Phase II: Evaluates Technical Solution (Factor 5), Small Business Utilization and Participation (Factor 6), and Price. Key Evaluation Factors:
  • Experience (Factor 2): Requires 2-5 relevant construction projects demonstrating Permanent Modular Construction (PMC) experience, each with a final construction cost of $15,000,000 or greater, for new construction of a two-story or greater commercial/industrial/institutional building, completed within the past 15 years. Subcontractor experience is allowed for PMC. General Construction and Design experience also have specific criteria.
  • Small Business Utilization (Factor 5): Requires Attachment E (Historical Small Business Utilization) and Attachment F (Small Business Participation Commitment Document) with a minimum 20% total small business subcontracting. Large businesses must submit Attachment G (Small Business Subcontracting Plan).
  • Price: Bidders must provide firm fixed prices for the base requirement and 10 option items using Attachment I. Award evaluation is based on the total proposed price for all line items.
