Evaluation & Submission
Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Technical acceptability will be evaluated across seven sub-factors:
- Turfgrass Management Plan (<= 25 pages)
- Integrated Pest Management Plan (<= 20 pages)
- Irrigation Management Plan (<= 20 pages)
- Work Plan (<= 30 pages), including subcontractors, staffing, equipment, and Site Manager resume.
- Site Specific Safety Plan (<= 5 pages), including Safety Officer resume.
- Contractor Quality Control (CQC) Plan (<= 5 pages), including CQC System Manager resume.
- Certified Arborist documentation and resume (ISA certified, >= 5 years supervisory experience). Proposals must include a completed SF 1449, the "898 LANC Price Sched" with unit costs, and VAAR 852.219-75. Submissions are via email to Ralph.Crum@va.gov.
