Statement of Objectives (SOO)

This document outlines the requirements for a contractor to engineer, furnish, install, and test (EFI&T) a plenum-rated premises wiring upgrade using Cat-6 and OM4 multimode (MM) fiber cabling in Building 145 (B145) at Malmstrom AFB, MT.

• Installation and replacement of communications racks/cabinets and new AC power with Power Distribution Units (PDUs).

• Installation of new Cat-6 and OM4 MM fiber cabling, including drop outlets, pathways, and grounding.

• Removal and disposal of existing outdated and abandoned-in-place Cat-3/5 and MM fiber cabling and associated materials.

• Provision of all necessary equipment, tools, supplies, materials, hardware, licensing, documentation, and services.

• Compliance with all current ANSI/TIA telecommunications installation and testing commercial standards, as well as Malmstrom AFB construction standards.

• All upgraded equipment, supplies, hardware, and materials must be new.

• Purchased equipment must be maintainable and supportable for at least five (5) years.

• Specific requirements for cable pathways, bonding and grounding, structured cabling, labeling, communications racks/cabinets, and AC power.

• Deliverables include: As-Built Drawings, Work Schedule, Status Reports, Meeting Minutes, Cutover and Test Plan, and Test Report.

• Place of Performance: Malmstrom AFB, MT.

• Performance Period: To be determined based on the proposed schedule and contract award date.

• Routine work hours: Monday to Friday, 0730-1630 MST, with potential for work outside normal hours as mission requirements dictate.

• Contractor must comply with all Federal, State, and Base security and safety laws, regulations, policies, and requirements.

• Coordination with the base Point of Contact (POC) for site access, security clearances, permits, and work scheduling.

• Provision of a Quality Control Plan and participation in weekly Integrated Product Team (IPT) meetings.

• A one (1) year warranty for workmanship deficiencies and installed equipment.

• Anti-Terrorism (AT) Awareness Training provided by the government.
