• Cable Color: The government prefers ivory for faceplates and jacks. Aqua is the preferred color for OM4 MM fiber optic cable. Standard aqua for OM4 fiber is acceptable. Blue CAT6 is for NIPR, and Red CAT6 is for SIPR.
• Cabling Installation: Angled jacks for copper and fiber are not required but are not prohibited. The government will add Wi-Fi cables in general office spaces if requested. Conduit may be needed in areas where cable cannot be placed in walls.
• Cable Type: Non-plenum cabling is acceptable for general office spaces. The government requires 8 SIPR drops to be replaced.
• Labeling: Ports should be sequential (increasing or decreasing). Follow TIA standards for cable labeling.
• Site Access & Training: Site access will depend on the phase plan. The government will provide information on Anti-Terrorism training, including its duration and remote availability, at a later time.
• Materials: The contractor is responsible for providing an independent storage solution; the government will not provide a laydown area.
• Faceplates: For CAT6, the government wants flush-mounted faceplates that match the current installation. For Fiber Optic faceplates, they also prefer flush-mounted to match current installations. The SOO specifies off-white faceplates, and international white (e.g., Panduit CFPL4IWY) is acceptable. The government prefers direct-connect faceplates when terminating into a cubicle system.

These clarifications address specific requirements related to cable types, colors, installation methods, and site logistics, which may impact how bidders prepare their proposals and plan their execution.

• Site Visit Scheduled: A site visit has been scheduled for April 7th, 2026, at 10:00 AM MST.

• Solicitation Extension: The response due date for the solicitation has been extended from April 6th, 2026, to April 10th, 2026, at 1:00 PM MST.

• Time Zone Change: The Response Due Time Zone has been changed from Central Standard Time (UTC -6) to Mountain Standard Time (UTC -7).

• The solicitation response due date and time zone have been modified.

• The deadline for submitting proposals or quotes has been extended to April 10th, 2026, at 1:00 PM MST.

• Bidders should note the change in the applicable time zone for the submission deadline.

Statement of Objectives (SOO)

This document outlines the requirements for a contractor to engineer, furnish, install, and test (EFI&T) a plenum-rated premises wiring upgrade using Cat-6 and OM4 multimode (MM) fiber cabling in Building 145 (B145) at Malmstrom AFB, MT.

• Installation and replacement of communications racks/cabinets and new AC power with Power Distribution Units (PDUs).

• Installation of new Cat-6 and OM4 MM fiber cabling, including drop outlets, pathways, and grounding.

• Removal and disposal of existing outdated and abandoned-in-place Cat-3/5 and MM fiber cabling and associated materials.

• Provision of all necessary equipment, tools, supplies, materials, hardware, licensing, documentation, and services.

• Compliance with all current ANSI/TIA telecommunications installation and testing commercial standards, as well as Malmstrom AFB construction standards.

• All upgraded equipment, supplies, hardware, and materials must be new.

• Purchased equipment must be maintainable and supportable for at least five (5) years.

• Specific requirements for cable pathways, bonding and grounding, structured cabling, labeling, communications racks/cabinets, and AC power.

• Deliverables include: As-Built Drawings, Work Schedule, Status Reports, Meeting Minutes, Cutover and Test Plan, and Test Report.

• Performance Period: To be determined based on the proposed schedule and contract award date.

• Routine work hours: Monday to Friday, 0730-1630 MST, with potential for work outside normal hours as mission requirements dictate.

• Contractor must comply with all Federal, State, and Base security and safety laws, regulations, policies, and requirements.

• Coordination with the base Point of Contact (POC) for site access, security clearances, permits, and work scheduling.

• Provision of a Quality Control Plan and participation in weekly Integrated Product Team (IPT) meetings.

• A one (1) year warranty for workmanship deficiencies and installed equipment.

• Anti-Terrorism (AT) Awareness Training provided by the government.
