Scope of Work

This project involves the construction of a 46,000 SF, three-story barracks facility designed to house 300 personnel in open bay sleeping rooms. The facility will include storage, team rooms, laundry, restrooms, and showers. Key systems to be installed are a physical access control system, intrusion detection system, mass notification system, infrastructure for future closed-circuit television, and connection to an energy monitoring control system. The barracks will feature sustainability and energy measures, fire protection and alarm systems, cybersecurity measures, and 100 percent redundancy for heating and cooling. Supporting facilities modifications include site work, utilities, lighting, paving, sidewalks, storm drainage, information systems, landscaping, and signage. Accessibility for individuals with disabilities will be provided. Comprehensive building and furnishings related interior design services are required. The facility must meet DoD Minimum Antiterrorism for Buildings standards and be designed for a minimum life of 40 years. Demolition of two adjacent buildings is also required.

Site Visit Information

An organized site visit is scheduled for Wednesday, June 3, 2026, at 10:00 a.m. Eastern Time, at Devens RFTA, 99 Quebec Street, Devens, MA 01434. Participants must arrive no later than 9:30 a.m. ET for check-in. Non-Federal participants must submit a Visitors Pass form (titled "Devens_Visitors_Pass_Request_Updated_4_APR_2023") to Lt. Christopher Martin (christopher.l.martin72.civ@army.mil) with a courtesy copy to Daniel Kobzar (Daniel.Kobzar@usace.army.mil) by Monday, June 1, 2026, at 4:00 p.m. ET. The visitor pass form requires personal details, reason for visit, building number, and POC information. Failure to attend the site visit will be construed as full understanding of solicitation requirements. No questions will be answered during the site visit; all inquiries must be submitted via ProjNet.
