Scope of Work
This project involves the construction of a new 46,000 SF, three-story barracks designed to house 300 personnel in open bay sleeping rooms, based on the Army Standard for Operational Readiness Training Complex (ORTC). The facility will include storage, team rooms, laundry, restrooms, and showers. Key installations include a physical access control system, intrusion detection system, mass notification system, and infrastructure for future closed-circuit television. It will also feature connection to an energy monitoring control system, sustainability and energy measures, fire protection and alarm systems, cybersecurity, and 100% redundancy for heating and cooling. Site modifications will encompass utilities, lighting, paving, sidewalks, storm drainage, information systems, landscaping, and signage. Comprehensive building and furnishings related interior design services are required. The project also includes the demolition of two existing barracks buildings not on the new construction site. Facilities must be designed for a minimum 40-year life, adhering to DoD Minimum Antiterrorism for Buildings standards and UFC 1-200-02.

Evaluation
This is a single-phase procurement utilizing a Best Value Trade-Off source selection process. Proposals will be evaluated based on: Prime Contractor Past Performance, Management Plan, Small Business Participation Plan, and Price. Other requirements include a Subcontracting Plan (for Large Businesses), Project Labor Agreement (PLA), and Pro Forma Information (bonding and financial capability). All non-price factors, when combined, are approximately equal to cost or price. The Government intends to award without discussions but reserves the right to conduct them.
