The awarded vendor must possess capabilities for LP-DED manufacturing and source raw materials from approved sources, specifically for NASA HR-1 alloy components.

Evaluation Factors
Award will be made to the lowest price technically acceptable (LPTA) offeror. Technical acceptability requires:
- Submitting the name of the HR-1 powder source for Government evaluation.
- Providing a written explanation of relevant past work similar in scope, magnitude, and complexity.
- Consideration of Supplier Performance Risk System (SPRS) information; negative SPRS data may render a quote technically unacceptable.
Special Requirements & Submission
- CMMC Level 2 (Self) or higher is required prior to award. Offerors must provide CMMC Unique Identifier(s) (UIDs) from SPRS.
- Drawings are Distribution D and Export Controlled. Access requires a valid Joint Certification Program (JCP) certification.
- To obtain drawings, offerors must have a NIST SP 800-171 DoD Assessment (not more than three years old) posted in SPRS. Requests must be made by the company's certified JCP custodian via email to danielle.n.hamilton4.civ@us.navy.mil, including specific company and solicitation details.
- Unique Item Identifier (UID) is required for delivered items with an acquisition cost of $5,000 or more.
- SAM Registration is required prior to award. Payment will be via Wide Area Workflow (WAWF).
