Submission Requirements (Updated by Amendment 005)
To be considered technically acceptable, offerors must submit:
- The name of their source for the HR-1 powder.
- Technical Approach: A narrative (max 1 page) demonstrating successful execution of MSFC-SPEC-3717 (or equivalent), including past performance summary on similar projects and formal certification that personnel (metallurgists, technicians, NDT inspectors) meet required industry standards.
- Facility & Equipment Lists: Documentation (max 1 page) of specific LP-DED machinery, powder storage environments, and inspection equipment (e.g., CT scanners, CMM) available at the offeror's site or their primary vendor's site. Offerors may also submit Quality Certifications (AS9100, ISO 9001, Nadcap) and Sample Certificates of Conformance (CoC) or Material Test Reports (MTR).
Evaluation
Award will be made to the eligible, responsible offeror whose quote is the Lowest Price Technically Acceptable. The Government will consider past performance information in the Supplier Performance Risk System (SPRS), where negative information may render a quote technically unacceptable. Quotes must include a validity date of no less than 60 days.
Special Requirements for Drawings
Drawings are Distribution D and Export Controlled, requiring a valid Joint Certification Program (JCP) certification for access. Requests for drawings must be made by the company’s certified JCP custodian via email to danielle.n.hamilton4.civ@us.navy.mil, including specific company and contact information. Additionally, offerors must have a NIST SP 800-171 DoD Assessment (not more than three years old) posted in SPRS to be eligible for drawing access.
