Statement of Work (SOW) / Performance Work Statement (PWS)

This contract aims to procure professional support services for NAVFAC Atlantic, supporting their cost-wise shore services and support mission. The objective is to procure these services as identified through individual task orders.

• The contractor will provide professional support services within the Naval Facilities Engineering Command (NAVFAC) Atlantic Area of Responsibility (AOR), with primary work sites in Portsmouth, VA, and Kittery, ME. Remote work or work at other locations may also be required.

• Services are non-personal services, meaning the contractor and employees are independent contractors, not government employees.

• The contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with non-recurring services.

• A wide range of professional support positions are required, including but not limited to: Administrative Assistant, Acoustician/Acoustical Engineer, Architect (various levels), Business Analyst, CAD/BIM Manager, Civil Engineer (various levels), Construction Scheduler (various levels), Cost Engineer, Electrical Engineer (various levels), Fire Protection Engineer (various levels), General Engineer, Geotechnical Engineer (various levels), GIS Analyst, Instructional Design Project Manager, Interior Designer, Landscape Architect (various levels), Mechanical Engineer (various levels), Motion Graphics Designer/Animator, Planner, Program Analyst, Project Risk Analyst, SharePoint & Power Platform Developer, Strategic Planner.

• The contract period is one year from the award date, with four (4) one-year option periods, for a total potential performance of 60 months.

• Primary work sites are Portsmouth, VA, and Kittery, ME, but work may also be performed remotely or at other locations as directed.

• The contractor is responsible for ensuring accuracy, timeliness, and completion of all tasks.

• Personnel must be technically qualified and have experience directly related to the tasks.

• The government reserves the right to review resumes, portfolios, and employee reviews.

• Labor standards will generally follow the Service Contract Labor Standards (SCLS), with specific positions exempted as professional employees. SCA non-exempted labor categories include Administrative Assistant and Engineering Technician (General).

• Onboarding for positions required via task order must be completed within 30 days.

• Contractor personnel must meet specific performance qualifications and requirements for each position.

• All personnel must have working knowledge of Microsoft Office Suite and potentially other relevant software.

• Contractor personnel must be able to obtain a Common Access Card (CAC) and comply with all security requirements.

Solicitation / RFP / RFQ

This solicitation is for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Professional Support Services within the NAVFAC Atlantic Area of Operations. The procurement is 100% set-aside for certified 8(a) small businesses. The North American Industry Classification System (NAICS) code is 541990, with a size standard of $19.5 Million.

• Provision of Professional Support Services.

• Services may be performed remotely or at various locations, including primary sites in Portsmouth, VA, and Kittery, ME.

• Contractor will provide oversight, management, and administration of all contractor staff.

• Contract Type: Firm-Fixed Price IDIQ.

• Period of Performance: Base Year (04/17/2027 - 04/16/2028) plus four option years (ending 04/16/2032).

• Government Minimum/Maximum to Order: Minimum $10,000.00, Maximum $100,000,000.00.

• Allowed Per Order Minimum/Maximum: Minimum $10,000.00, Maximum $20,000,000.00.

• Proposals must be submitted via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module.

• Pre-proposal inquiries must be submitted via ProjNet at www.projnet.org/projnet using bidder inquiry key 2PWERZ-7FTST5, at least ten (10) calendar days prior to the closing date.

• Proposals will be evaluated based on Price, Corporate Experience, Safety, and Past Performance.

• Technical factors (Experience, Safety) are of equal importance to each other and, when combined, are equal in importance to Past Performance. The combined non-price factors are approximately equal to price.

• Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government.

• This procurement is 100% set-aside for certified 8(a) small businesses.

This document is Attachment C, the NAVFAC/USACE Past Performance Questionnaire (Form PPQ-0). It is to be used for all evaluations requiring a Past Performance Questionnaire (PPQ) when a completed CPARS evaluation is not available.

• Contractor Information: Requires firm name, CAGE code, address, contact details, and information about the contractor's role (prime, subcontractor), contract number, type, title, location, award/completion dates, and original/final prices.

• Project Description: Asks for complexity rating and relevance to the current submission.

• Client Information: Requires client name, title, contact details, and their role in the project.

• Performance Ratings: The client is to rate the contractor's performance across Quality, Schedule/Timeliness, Customer Satisfaction, Management/Personnel/Labor, Cost/Financial Management, Safety/Security, and General aspects using adjective ratings (Exceptional, Very Good, Satisfactory, Marginal, Unsatisfactory, Not Applicable).

• Narrative Remarks: Space for specific strengths, weaknesses, deficiencies, or other comments.

• Submission Requirement: If a completed CPARS evaluation is not available, offerors must use this PPQ. They should submit it with their proposal, completed by the client.

• Contingency: If a completed PPQ cannot be obtained from the client before the proposal closing date, offerors should submit the first page (Attachment C) with contract and client information and follow up with the client.

• Direct Submission: Questionnaires may be submitted directly to the Government's POC (Shannon Price) via email at shannon.e.price3.civ@us.navy.mil prior to the proposal closing date, if requested by the client.
