Scope of Work

The services support NAVFAC Atlantic's mission and will be procured via individual task orders. Required positions include, but are not limited to: Administrative Assistant, Acoustician, Architect, various Engineers (Civil, Electrical, Fire Protection, General, Geotechnical, Mechanical), Business Analyst, CAD/BIM Manager, Construction Scheduler, Cost Engineer, GIS Analyst, Instructional Design Project Manager, Interior Designer, Landscape Architect, Motion Graphics Designer/Animator, Planner, Program Analyst, Project Risk Analyst, SharePoint & Power Platform Developer, and Strategic Planner. The contract period is one base year plus four one-year option periods, totaling 60 months.

Submission & Evaluation
Proposals must be submitted through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. Pre-Proposal Inquiries (PPIs) must be submitted via ProjNet (key 2PWERZ-7FTST5) at least ten calendar days prior to the closing date. Proposals will be evaluated based on Price, Corporate Experience, Safety, and Past Performance/Performance Confidence. Technical factors (Corporate Experience and Safety) are equally important to each other, and their combined weight is equal to Past Performance. The combined non-price factors are approximately equal to price. Award will be made to the responsible Offeror representing the best value.
Key Clarifications & Attachments
- The 15-page limit for "Relevant Experience" is part of the overall 15-page proposal limit.
- CPARS/PPQs should be submitted for each project in Factor 1 (Corporate Experience) and do not count against Past Performance page limits. Subcontractor CPARS/PPQs are appropriate.
