Scope of Work

This IDIQ contract aims to procure non-personal professional support services to support NAVFAC Atlantic's mission. The contractor will provide a wide range of services through individual task orders, including but not limited to: Administrative Assistant, Acoustician, Architects, Business Analysts, Engineers (Civil, Electrical, Fire Protection, General, Geotechnical, Mechanical), Construction Schedulers, Cost Engineers, GIS Analysts, Instructional Design Project Managers, Interior Designers, Landscape Architects, Motion Graphics Designers, Planners, Program Analysts, Project Risk Analysts, SharePoint & Power Platform Developers, and Strategic Planners. The contractor is responsible for oversight, management, and administration of all staff, ensuring technical qualifications and adherence to performance standards.

Contract Details

  • Contract Type: Firm-Fixed Price IDIQ
  • Set-Aside: 100% 8(a) Set-Aside (FAR 19.8)
  • NAICS Code: 541990, All Other Professional, Scientific, and Technical Services (Size Standard: $19.5 Million)
  • Period of Performance: One base year (April 17, 2027 – April 16, 2028) plus four one-year option periods, for a total potential of 60 months (ending April 16, 2032).
  • Contract Value: Minimum $10,000.00, Maximum $100,000,000.00. Individual task orders will range from $10,000.00 to $20,000,000.00.

Submission & Evaluation

  • Proposal Submission: Proposals must be submitted via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. Instructions are provided in Attachment E.
  • Pre-Proposal Inquiries (PPIs): Questions must be submitted via ProjNet (www.projnet.org/projnet) using bidder inquiry key 2PWERZ-7FTST5. A guide for ProjNet is provided in Attachment F.
  • Evaluation Factors: Proposals will be evaluated based on Price, Corporate Experience, Safety, and Past Performance. Technical factors (Corporate Experience and Safety) are of equal importance to each other and, when combined, are equal in importance to Past Performance. The combined non-price factors are approximately equal to price.
  • Key Personnel: Requirements for Key Personnel will be handled at the Task Order level, not with the initial proposal submission.

Key Clarifications & Amendments

  • Page Limits: The 15-page limit for "Relevant Experience" is part of the overall maximum 15-page limit for the entire response.
  • Labor Categories & Locations: The Government cannot clarify which labor categories are expected at specific locations or provide an anticipated labor distribution. All categories may be used at all locations, and OCONUS support may be travel-based or staffed positions.
  • Incumbent Contractor: Services are currently performed by Bristol Infrastructure Design Services under Contract N6247022D0004.
  • Past Performance: Projects completed or substantially completed within the last ten years preceding the solicitation release date are acceptable.
  • Pricing: Offerors must propose fully burdened rates. No indirect rate markups will be applied to subcontractors, other direct costs, or travel expenses. Revised Attachments A (Price Schedule) and B (Corporate Experience Data Sheet) are provided, along with Wage Determinations for York County (Attachment G) and Portsmouth (Attachment H).
  • Program Manager Effort: This is intended as contractor management/overhead support, to be incorporated within proposed pricing, not funded separately.
  • Proposal Due Date: The Government will not extend the proposal due date of June 4, 2026.
