This contract will support the US Army Garrison Italy (USAG-I) Directorate of Public Works (DPW) primarily in Vicenza, with additional work in Livorno and Aviano, Italy. The total value of all orders awarded shall not exceed $40 Million. Proposals are due by May 5, 2026, at 03:00 PM CET.
Scope of Work
This JOC will cover a range of minor construction, maintenance, alteration, and repair services for U.S. Government facilities. This includes Sustainment, Restoration, and Modernization (SRM), simplified acquisition of base repair, civil works operations and maintenance, and small renovations. Projects may encompass various facilities such as barracks, administrative buildings, and utility infrastructure. The JOC Unit Price Book Europe 2025 is to be used for pricing and execution of work, with offerors submitting proposed coefficients. Task Orders will be issued via Task Order Proposal Requests (TOPRs).
Contract Details
- Contract Type: Firm Fixed Price (FFP) IDIQ SATOC.
- Total Value: Not to exceed $40 Million.
- Period of Performance: A base ordering period of five (5) years, from June 1, 2026, through May 31, 2031, with a possible one (1) six-month extension.
- Minimum Guarantee: A $3,000 task order will be issued concurrently with the award.
- Task Order Values: Minimum $5,000, Maximum $2,000,000 (larger values may be considered by the Contracting Officer).
- NAICS Code: 236220 (Commercial and Institutional Building Construction).
Eligibility & Set-Aside
This is a competitive acquisition with no specific set-aside. Offerors must be registered in the System for Award Management (SAM.gov) and possess specific Societa Organismi D'Attestazione (S.O.A.) certifications (OG1, OG3, OG6, OG11, OG12). Compliance with Italian Anti-Mafia Law 646 is required. Only offers from Prime Contractors or Joint Ventures (JV) will be accepted; consortiums, Associazione Temporanea d'Imprese (ATI), or contracts of availment are not permitted. Qualification for the minor category (OG12) can be satisfied through a qualified subcontractor.
Submission Requirements
Proposals are due electronically via email by May 5, 2026, at 03:00 PM CET. Submissions must adhere to U.S. Government email server constraints (20MB per email, max 10 attachments). Proposals must be submitted in four volumes: Corporate Experience, Management Approach, Past Performance, and Price (Coefficients). Resumes for Key Personnel and letters of commitment for key subcontractors/design firms are required within the Management Approach section and are not included in page limitations for Volume II. A bid guarantee is NOT REQUIRED.
Evaluation Criteria
Award will be based on a "Best Value Tradeoff" process. Evaluation factors, in order of importance, are:
- Corporate Experience (equal importance with Management Approach)
- Management Approach (equal importance with Corporate Experience)
- Past Performance (less important than Factors 1 & 2)
- Price (Coefficients) (least important factor) Proposals will be evaluated for completeness, reasonableness, realism, and balance. Offerors proposing a Unit Pricebook Coefficient below 0.75 for Italy must provide a written narrative explaining its derivation and risk mitigation strategy.
