• Equitable Adjustment Clause (52.216-2): This clause becomes active after contract award. It allows for adjustments to the contract price if the wholesale propane price changes. Contractors must notify the government of any such changes.
• Adjustment Limit: A critical constraint is that the awarded firm-fixed price cannot be increased or decreased by more than 10% of the original award amount.

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation for Propane Delivery services, issued as a Request for Quotation (RFQ) by the 366th Contracting Squadron, Mountain Home AFB. It constitutes the only solicitation, and no separate written solicitation will be issued. This is Amendment #1, changing the requirement from a Firm Fixed Price to a Firm Fixed Price with Economic Price Adjustment.

• The primary requirement is for Propane Delivery services.

• Offerors must provide descriptive literature demonstrating their ability to meet the requirements.

• Alternative line items will not be accepted.

• A Firm Fixed-Price with Economic Price Adjustment contract is anticipated.

• The Performance Period is from 17 May 2026 to 16 May 2028.

• Payment terms are NET 30, FOB Destination.

• Quotes are due by 12 March 2026, 10:00 AM MST.

• Quotes must be e-mailed to both addresses listed on page one.

• The RFQ number FA489726QC024 must be clearly identified in the subject line.

• Submissions, including technical proposals, shall not exceed 10 pages.

• Quotes must acknowledge all solicitation amendments.

• Offerors are responsible for verifying quote receipt.

• Evaluation will be based on Technical Capability, Price, and Past Performance.

• Award will be made to the offeror representing the best value to the Government.

• Pricing must be held firm for 60 days from the quote due date.

• This is a 100% Total Women Owned Small Business Set-aside.

• Offerors must be registered in the System for Award Management (SAM).

• Attachments include a Performance Work Statement (PWS) dated 14 January [year] and SCA Wage Determination Rev. 27 dated 3 December 2025.

• Past performance data submitted should not exceed 3 years.

• Zip files are not an acceptable format for submission.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for propane delivery services to Mountain Home AFB (MHAFB), ID, and designated off-base locations.

• The contractor shall provide all personnel, equipment, tools, materials, supervision, and services necessary for propane delivery.

• Work must comply with this PWS, attached specifications, federal, state, and local laws, manufacturer's specifications, and commercial practices.

• The government reserves the right to incorporate changes to the scope of work.

• Deliveries are to designated locations listed in Appendix A and must be requested by 366 Civil Engineer Squadron (CES) POCs or the Contracting Officer(s) (CO).

• Estimated annual delivery volume is 37,000 gallons.

• Maintain tank levels at no less than 25% per tank.

• Provide delivery tickets within 24 hours of delivery.

• No more than one (1) valid customer complaint per month; four (4) annually.

• Deliveries should ensure tanks remain full to the maximum extent possible.

• Availability: Monday through Friday, 7:00 am to 4:30 pm MST, excluding federal holidays.

• Deliveries are to MHAFB and designated off-base locations (detailed in Appendix A and Site Location Coordinates).

• Compliance with Federal Department of Transportation regulations for transportation, storage, and delivery of Liquefied Petroleum Gas.

• Compliance with Idaho Department of Transportation Commercial Driver's License (CDL) rules.

• Compliance with OSHA regulations, specifically 1910.110 - Storage and Handling of Liquefied Petroleum Gases.

• Emergency repairs during fill visits are the contractor's responsibility.

• Invoicing is to be submitted monthly via Wide Area Work Flow (WAWF).

• The contractor must implement a quality control program.

• Government will not provide services or equipment; all tanks are government-furnished.

• Contractor personnel must meet security requirements, including background checks and training.

• Environmental controls for hazardous materials, spills, and waste disposal must be followed.

• Compliance with Asbestos and Historic Preservation regulations is required.

• Antiterrorism (AT) awareness training is mandatory for personnel requiring routine physical access.
