Scope of Work
The contractor will provide all labor, material, equipment, subcontract, supervision, and management to perform electrical testing and inspection as part of preventive maintenance for critical equipment. This includes inspecting, cleaning, lubricating, and electrically testing four (4) 138 KV Protective Breakers, five (5) Hydro Power Generators, and five (5) 138 KV Power Transformers at both power plants. The work aims to ensure improved safety and reliability for uninterrupted power generation, adhering to IEEE, NESC, and OSHA standards. A final report is required for each contract year.
Contract Details
This is a combined synopsis/solicitation for commercial items. The performance period includes a Base Year (FY26) plus two Option Years (FY27, FY28). Work for the Base Year must be completed within 240 calendar days after award, and within 180 days for each option year, or as specified by Power Plant Superintendents. The associated NAICS code is 541380 Testing Laboratories and Services, with a $19.0 million small business standard.
Evaluation Criteria
Award will be made to the Lowest Price Technically Acceptable (LPTA) responsible offeror. Technical acceptability will be based on the Contractor’s:
- Technical Approach: A narrative demonstrating the plan of action, equipment, key team members, and schedule for all scope items.
- Expertise and Qualified Personnel: To provide the required services.
- Past Performance: At least three (3) references for similar projects, including contact information and a brief project description. Failure to submit the required technical approach and past performance will result in a non-responsive proposal.
