Scope of Work

This includes visual inspections, electrical testing per IEEE/NERC/ERCOT/Texas RE standards, and providing final reports. Evaluation Criteria
Award will be made to the Lowest Price Technically Acceptable (LPTA), responsible offeror. Technical acceptability is based on:
- Technical Approach: Narrative detailing plan of action, equipment, key team members, and schedule.
- Expertise and Qualified Personnel: Demonstrated capability to provide services.
- Past Performance: At least three (3) references for similar projects. Failure to submit these will deem a proposal non-responsive.
Submission Requirements
Offers must be emailed to angelica.baca@ibwc.gov, referencing solicitation number FY26R5201028 in the subject line. Submissions must include an active Unique Entity ID (UEI#), a completed Price Sheet, and a completed FAR 52.212-3 (Offeror Representations and Certifications).
Site Visit
Contractors are highly encouraged to attend a site visit at Falcon Power Plant (contact Edi Delgado at 956-363-0119 or edi.delgado@ibwc.gov) or Amistad Power Plant (contact Juan Escobar at 830-422-6823 or juan.escobar@ibwc.gov). Site visits must be scheduled for NLT May 8, 2026. Mandatory PPE (mask and gloves) is required for access; virtual visits are not permitted.
