Scope of Work

The contractor will perform preventive maintenance, including disassembling, cleaning, lubricating, and conducting electrical tests on four 138 KV Protective Breakers, five Hydro Power Generators, and five 138 KV Power Transformers at both the Falcon Power Plant (Falcon Heights, TX) and Amistad Power Plant (Del Rio, TX). This includes providing all necessary personnel, supplies, and testing equipment, performing visual inspections, identifying required IEEE/NERC/ERCOT/Texas RE tests, and submitting a final report for each contract year. The work aims to improve safety and reliability in power generation.

Evaluation Criteria

Award will be made to the Lowest Price Technically Acceptable (LPTA) offeror. Technical acceptability will be based on the Contractor’s Technical Approach, Expertise and Qualified Personnel, and Past Performance. Technical and Past Performance are considered equal to price. Failure to submit a required technical approach and past performance will deem a proposal non-responsive.

Submission Requirements & Key Dates

  • Offers Due: June 5, 2026, by 3:00 PM Mountain.
  • Questions Due: May 11, 2026, by 3:00 PM Mountain.
  • Site Visits: Highly encouraged and must be scheduled no later than May 8, 2026. Contact Edi Delgado (Falcon) or Juan Escobar (Amistad). PPE is mandatory.
  • Submission: Email offers to angelica.baca@ibwc.gov. Submissions must include an active Unique Entity ID (UEI#), a completed Price Sheet, a completed provision at FAR 52.212-3, a Technical Approach narrative, and Past Performance references (at least three similar projects).
  • Invoicing: The USIBWC utilizes the Invoice Processing Platform (IPP) for electronic invoicing.
