Statement of Work (SOW) / Performance Work Statement (PWS)

To perform electrical testing and inspection as part of the preventive maintenance for all High Voltage Breakers, Hydro Power Generators, and Power Transformers at the Falcon and Amistad Power Plants. The goal is to improve safety and reliability in power generation.

• Disassemble/assemble, clean, lube, and perform electrical tests on four (4) 138 KV Protective Breakers, five (5) Hydro Power Generators, and five (5) 138 KV Power Transformers.

• Provide all necessary personnel, supplies, and electrical testing equipment.

• Perform visual inspections on all identified equipment.

• Identify electrical tests required by IEEE/NERC/ERCOT/Texas RE and determine equipment conditions.

• Provide a final report for each contract year.

• Recurrent Contract for three (3) years, covering FY26 (Base Year), FY27 (First Option Year), and FY28 (Final Option Year).

• Work to be completed within 240 calendar days after award for FY26, and within 180 days for FY27 and FY28.

• Locations: Falcon Power Plant (FM2098, 1 Reservoir Rd., Falcon Heights, TX 78545) and Amistad Power Plant (Texas 349 Spur, Del Rio, TX 78540).

• Work is located within the United States, adjacent to the international border with Mexico.

• Contractor must comply with applicable Federal, state, and local laws and regulations, including OSHA standards.

• Contractor is responsible for cleanup and disposal of waste materials.

• A warranty of at least one (1) year is required for all work performed.

• Contractor must provide a project schedule within seven (7) calendar days of contract award.

• Contractor must submit a testing program plan and a final testing report.

• Safety program implementation is required, including daily safety meetings and appropriate Personal Protective Equipment (PPE).

• Contractor must coordinate with the Contracting Officer (CO) and Contracting Officer Representative (COR).

• Site visits are encouraged and require PPE. Access to facilities requires proper documentation.

• Inspect, clean, lube, and perform electrical tests on four (4) 138 KV Protective Breakers, five (5) Hydro Power Generators, and five (5) 138 KV Power Transformers at both Falcon and Amistad Power Plants.

• Provide all necessary personnel, supplies, and electrical testing equipment.

• Perform visual inspections of all identified High Voltage Breakers, Hydro Generators, and Power Transformers.

• Identify electrical tests required by IEEE/NERC/ERCOT/Texas RE and determine the condition of equipment.

• Perform all electrical testing on Hydro Power Generators, Power Transformers, and High Voltage Breakers.

• Develop and provide a final report for each contract year.

• Testing procedures and requirements must adhere to IEEE standards, National Electrical Safety Codes (NESC), and OSHA Standards.

• A testing report must be provided in PDF format.

• The Contractor shall provide a project schedule within seven (7) calendar days of contract award.

• The Contractor shall provide a plan outlining procedures to perform the project with minimal interruption to daily operations.

• Recurrent Contract for three (3) years, covering FY26 (Base Year), FY27 (Option Year 1), and FY28 (Option Year 2).

• Work to be completed within 240 calendar days for FY26, and 180 days for FY27 and FY28, or as otherwise specified.

• Locations: Falcon Power Plant (FM2098, 1 Reservoir Rd., Falcon Heights, Texas 78545) and Amistad Power Plant (Texas 349 Spur Del Rio, TX 78540).

• Contractor must provide and install all electrical supplies.

• Contractor is responsible for disconnecting/connecting winding delta connections on generators for testing.

• Contractor must submit a Job Safety Analysis (JSA) Form and conduct a safety meeting prior to starting the project.

• Contractor is responsible for cleanup and disposal of waste materials in accordance with Federal, state, and local regulations.

• Warranties must be provided for at least one (1) year.

• Contractor must comply with all applicable federal, state, and local laws, codes, rules, regulations, ordinances, and standards.

• Contractor is responsible for obtaining all necessary permits.

• Government will not furnish utilities (electricity, telephone, sewer, natural gas).

• Contractor personnel must use appropriate Personal Protective Equipment (PPE).

• Contractor must sign in at the main buildings before accessing power plants.

• Site visits are encouraged, and PPE is mandatory. Site visits are not virtual.
