Statement of Work (SOW) / Performance Work Statement (PWS)

To provide temporary berthing for U.S. Coast Guard Reserve DWE personnel in Port Clinton, Ohio.

• Provide temporary berthing in Double Occupancy rooms, with potential for Single Occupancy rooms based on availability.

• The lodging facility must be located within 15 miles of USCG Port Security Unit 309, Erie Industrial Park, Bldg. 360, Port Clinton, OH 43452.

• Multiple hotels may be used if they meet the specified standards.

• Cancellations are accepted up to 48 hours prior to the check-in date.

• Periods of Performance:

  • July 10, 2026 – July 11, 2026
  • July 11, 2026 – July 18, 2026
  • July 18, 2026 – July 24, 2026

• Total Nights: 227

• Total Rooms: 52 (21 Double Occupancy for 1 night, 10 Double Occupancy for 8 nights, 21 Double Occupancy for 26 nights)

• Place of Performance: Within 15 miles of Port Clinton, OH 43452.

• Facilities must meet the Hotel and Motel Fire Safety Act of 1990.

• Facility must minimally meet the requirements of Three Diamonds for the American Automobile Association (AAA) or equivalent.

• Room entrances must be accessible only by internal hallways.

• Internal hallways must have locked exterior doors accessible by key-holding guests only.

• Internal hallways must be accessible from the facility lobby.

• The facility lobby must be manned by a front desk attendant 24 hours a day, 7 days a week.

• All rooms shall be non-smoking.

• The Government will only pay for items/services on the purchase order. The Government is exempt from Federal, State of Ohio, and local taxes.

• The Government will not pay for telephone, premium TV/movie service, internet service, room service, restaurant charges, honor bar, laundry, smoking fees, or gratuities.

• Individual Coast Guard members are responsible for personally charged services.

• A copy of the final invoice and folio must be provided to the Unit Berthing Coordinators via email.

• The contractor shall provide confirmation of rooms back to authorized personnel as soon as rooms are reserved.

• The contractor shall receive a room assignment list from authorized personnel five (5) days prior to check-in.
