Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for commercial items for the Bureau of Land Management, Farmington Field Office, San Juan County, New Mexico. The government is procuring mechanical fuels reduction and seeding services on approximately 377 acres. The project involves mastication/mulching of pinyon-juniper forests and seeding.

• Mastication/Mulching:

  • Masticate/mulch live juniper and piñon pine trees under 15.1" DSH.
  • Masticate/mulch all live and dead sage.
  • Masticate/mulch dead and down woody material greater than 3" diameter.
  • Masticate/mulch dead standing snags under 15.1" DSH.
  • Masticate/mulch mountain mahogany and service berry bushes to approximately 1-3 feet above ground.
  • Masticate/mulch gamble oak under 3" DSH to approximately 1-3 feet above ground.
  • Cut/severed stumps shall be three (3) inches or less in height.
  • Avoid mastication/mulching of yuca and large cacti.
  • Do not masticate/mulch culturally altered juniper and piñon pine trees.
  • Mulch vegetation into smaller chip sizes.
  • Avoid excessive rutting when the ground is saturated.
  • Disperse masticated/chipped material evenly, with an average depth not exceeding six (6) inches and a maximum depth not exceeding twelve (12) inches.

• Seeding:

  • Areas to be seeded prior to thinning.
  • Seed supply provided by FFO-BLM.
  • Mix seed to comply with desired species ratio.
  • Disperse seed at a rate of 10lbs of mixed seed per acre.

• Leave Trees: Do not cut trees with signs or survey markers, wildlife nests/cavities, or trees along fence lines with attached wire.

• Contract Type: Firm-fixed price type purchase order.
