Statement of Work (SOW)

To install, configure, and monitor Intrusion Detection Systems (IDS), including DMP XR-550 panels with Keypads, at Building 80 and the upstairs secure space of the leased hangar at the United States Coast Guard (USCG) Aviation Logistics Center (ALC) in Elizabeth City, NC. The systems must meet requirements for classified workspaces as outlined in COMDTINST M5530.1C Chapter 4.

• Install and configure IDS systems (DMP XR-550 panels with Keypads) to meet UL-634 Level II standards.

• Install High Security Switches (HSS) or Balanced Magnetic Switches (BMS) on all perimeter doors and windows.

• Install motion detectors for complete coverage within secure spaces.

• Install a closed caption TV (CCTV) system with a minimum of 30-days continuous video recording.

• Install an external audible alarm.

• Install exterior antennas for alarm monitoring communication.

• Integrate the IDS with existing security protocols and access control systems compliant with HSPD-12.

• Provide and install a backup power system (UPS or generator connection) for at least 24 hours of continuous operation.

• Conduct full system tests of all components.

• Provide post-installation reports, including configuration, testing results, and maintenance recommendations.

• Provide and affix decals indicating system compliance, installation date, and next maintenance date.

• IDS systems must be monitored 24 hours a day by an authorized central monitoring station.

• Backup power must sustain operations for at least 24 hours; if power loss exceeds 24 hours, a live watch must be posted.

• Systems must incorporate tamperproof features.

• Provide Installation Certificates and System Configuration Reports.

• Provide a recommended maintenance schedule.

• Work to be performed between 7:00 a.m. and 4:00 p.m., Eastern Time, Monday through Friday (excluding Federal holidays).

• Locations: USCG Aviation Logistics Center, ESD, Building 80, 1664 Weeksville Road, Elizabeth City, NC 27909; and USCG Aviation Logistics Center, ESD, Leased Hangar (Upstairs Space), 1014 Consolidated Road, Elizabeth City, NC 27909.

• Contractor personnel must be qualified, trained, and authorized by the OEM.

• Employees must present a professional appearance and be identified with a nameplate/emblem/patch.

• Contractor must comply with all USCG base regulations, safety, and environmental policies.

• Access to USCG Base Elizabeth City requires a Government escort and specific identification for personnel and vehicles.

• The USCG prohibits tobacco use in the workplace.

• Contractor is responsible for providing all personal protective equipment (PPE).

• Any required hardware repair or replacement not covered by the firm-fixed price requires a separate quote and Contracting Officer approval.

• Replacement parts must be new and meet OEM specifications.

Questions & Answers / Clarifications

This document provides responses from the United States Coast Guard (USCG) to questions submitted by potential offerors regarding Request for Proposal (RFP) 70Z03826QE0000009. The questions and answers are provided as a reference and do not imply prioritization.

• COMDTINST M5530.1C Chapter 4: Internet release is not authorized. The Government POC cited in the SOW will provide a copy during site visits.
• IDS and CCTV System Quantities: Specific quantities for devices are not provided. Offerors are encouraged to schedule on-site visits.
• Existing CCTV System: An existing CCTV system is in place at Building 80, but its reusability is uncertain. No CCTV is currently installed in the Leased Hanger building.
• Access Control System: The specific existing access control system for integration is not identified. Offerors are encouraged to schedule on-site visits.
• UL Licensed Monitoring Station: A UL licensed monitoring station is considered authorized for continuous IDS monitoring.
• CLINs for Locations: CLIN 0001 and 0002 descriptions are the same for both locations (Building 80 and Leased Hangar). Specific CLIN assignments will be detailed upon award.
• Facility Drawings: Facility drawings for Government Classified Workspaces cannot be released. Offerors are encouraged to schedule on-site visits.
• Power Stability: Power stability is noted as stable.
• Dropped Ceilings: Both spaces have suspended pop-out drop ceiling tiles.
• Budget: The Government will not disclose the budget for this project.
• Progress Payments: Partial or progressive payments are not allowed.
• Cipher Locks: Both buildings have proper cipher or required CDX series pedestrian door combination locks.

Offerors are strongly encouraged to schedule on-site visits to gather necessary details regarding existing systems, quantities, and site-specific conditions, as many questions could not be fully answered without such visits. The document also clarifies that progress payments are not allowed and the budget will not be disclosed.

  • CLIN 0003: DMP XR-550 Panels Annual Monitoring (QTY 2).
• Option Period One (16 March 2027 to 15 March 2028):
  • CLIN 1001: Perform calibration and annual monitoring of two (2) DMP XR-550 panels with Keypads (Serial Number TBD).
• Option Period Two (16 March 2028 to 15 March 2029):
  • CLIN 2001: Perform calibration and annual monitoring of two (2) DMP XR-550 panels with Keypads (Serial Number TBD).

• Late Submissions: Late offers will generally not be considered unless received before award and acceptance would not unduly delay acquisition. Late modifications that are more favorable to the Government may be considered.

• Evaluation: Quotes will be evaluated based on the lowest priced, technically acceptable offer with acceptable or neutral past performance. Technical acceptability will be assessed against the SOW requirements. Past performance will be evaluated based on demonstrated ability to accomplish the proposed effort.

• Security Prohibitions and Exclusions (52.240-90): Includes definitions and procedures related to covered telecommunications equipment/services, FASCSA orders, Sudan and Iran prohibitions, and sensitive technology. Offerors must represent compliance or disclose non-compliance.

• Quality Assurance: Applicable to orders for products touching USCG aircraft. Requires immediate notification of any non-conformity, supply change, or defect. Contractor's quality control manual must address risk management, testing, and inspection.

• Packaging and Shipping: Specific instructions for packaging materials and shipping to the USCG Aviation Logistics Center are provided.

• Inspection and Acceptance: Performed at destination by local USCG personnel.

• Delivery Terms: F.O.B. destination, with delivery required 90 days After Receipt of Order (ARO). Early deliveries are desired and accepted.
