Project Facilitator services will support Energy Savings Performance Contracts (ESPCs) and Utility Energy Services Contracts (UESCs). Services include providing unbiased advisory support to VA acquisition and technical teams, covering:

- Review of investment-grade audits and project proposals.
- Advising on Measurement and Verification (M&V) approaches.
