This solicitation is for Project Facilitator services to be procured under an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The services will be required at any VHA facility. This is a multiple-award IDIQ contract set-aside exclusively for Service Disabled Veteran Owned Small Businesses (SDVOSB).

Services include Project Facilitator work, potentially encompassing tasks related to Energy Savings Performance Contracts (ESPCs) and Utility Energy Services Contracts (UESCs). Specific requirements will be detailed in Task Orders (TOs) issued under the IDIQ.

• Contract Type: Multiple Award, Firm-Fixed-Price IDIQ.

• Ordering Period: Five (5) years from award.

• Total Maximum Contract Value: $6,400,176.

• Minimum Guarantee Order(s) Value: $2,000.00.

• Submission Method: Electronic via email to the Contracting Officer.

• Technical Questions Deadline: April 24, 2026.

• Evaluation Factors: Technical (most important), Past Performance, and Price. Technical must be rated "acceptable" or higher. High-risk Past Performance may lead to ineligibility.

• Proposal Structure: Three volumes: Technical (15 pages max), Past Performance (15 pages max), and Price. Specific page limits and content requirements are detailed in Section E.

• Set-Aside: 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside.

• Certification: Offerors must be certified SDVOSBs and listed in the SBA certification database at the time of offer and award.

• Limitations on Subcontracting: For services, the contractor will not pay more than 50% of the contract amount to firms that are not certified SDVOSBs.

• Amendments will be posted on SAM.gov; paper copies will not be distributed.

• Offerors must acknowledge all amendments.

• The contract is available for use by any VA Contracting Officer.

The Department of Veterans Affairs (VA) intends to issue a solicitation for a multiple-award, five-year, Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide project facilitator services. These services will support Energy Savings Performance Contracts (ESPC) and Utility Energy Service Contracts (UESC) at VA facilities nationwide, aiming to enhance VA’s energy resilience, reliability, and efficiency.

Project facilitators will provide unbiased advisory support to VA acquisition and technical teams. Services include:

• Assisting with acquisition planning.

• Supporting the development of feasibility and preliminary assessments.

• Reviewing investment-grade audits and project proposal documentation.

• Advising on measurement and verification (M&V) approaches.

• Supporting negotiation and administration of ESPC and UESC task orders.

• Services may cover project conceptualization through review of initial M&V reports and subsequent performance period activities.

• Contract Type: Multiple-award IDIQ with a five-year ordering period.

• Task Orders: Will be issued on a firm-fixed-price basis and may vary in scope, size, and location.

• The solicitation will be made available electronically at the Governmentwide point of entry (GPE).

• No paper copies will be issued.

• Interested parties must monitor the GPE for the solicitation and amendments.

• Questions must be submitted in writing as specified in the solicitation.

• NAICS Code: 541330 (Engineering Services) with a small business size standard of $25.5 million.
