The scope may cover project conceptualization through the review of initial M&V reports and subsequent performance period activities.

Eligibility & Set-Aside

The NAICS Code is 541330 (Engineering Services) with a small business size standard of $25.5 million. Offerors must also be approved as Federal Project Facilitators by the Department of Energy (DOE). Limitations on subcontracting apply, requiring that the contractor not pay more than 50% of the contract amount to firms that are not certified SDVOSBs.
