Scope of Work

The opportunity requires various construction materials:

• Base Course: 2,500 tons of 3/4", 143.6 PCF, +80 CBR material, conforming to ASTM D75/D75M and HAFB TTP Base Course Specs. Deliveries must include certified waybills and delivery tickets. Laboratory test reports proving material compliance are required with bids.
• Concrete: Approximately 2,100 Cubic Yards of wet concrete mix, Type V Cement, 5,000-PSI rated (650 psi flex strength, 3" slump, 6% AC).
• Asphalt & Prime Coat: Approximately 350 Tons of P401 Hot Mix Asphalt (150.3 PCF) and 380 Gallons of Asphalt Prime Coat Oil, including prime coat application (4 hr min. charge).

  • Specific to Base Course: May 6, 2026, to June 18, 2026, with 75% (1,875 tons) by June 3, 2026.
• Payment: Via Wide Area WorkFlow (WAWF).
• FOB: Destination.

Submission & Evaluation

• Offer Due Date: April 4, 2026, at 12:00 PM.
• Requirements: Bidders must submit laboratory test reports for proposed materials. The Government will perform initial tests upon receipt of the first delivery and for each source/batch.
• Clauses: Incorporates FAR clauses 52.212-1, 52.212-4, and 52.212-5 by reference.
• Inspection: Inspection and acceptance will occur at both the destination and contractor sites.

Place of Performance & Delivery

All materials are for training operations at Holloman Air Force Base, NM (88330).

• Base Course Delivery: Specific drop-off location coordinates provided (Commercial gate: 32.932 N, 106.066 W; Delivery site: 32.860 N, 106.110 W). Final coordination with Lt Garrett Fravor.
• Delivery Hours (Base Course): Monday through Friday, 5 AM to 3 PM, subject to change.
• Transportation: Contractor is responsible for transporting materials to the construction site.

Special Requirements (Base Course)

• Delivery Grouping: Trucks should arrive in groups to facilitate runway crossing.
• Adverse Weather: Rescheduling within 48 hours with Project Engineer.
• Installation Access: Contractor must adhere to HAFB security procedures, possess valid ID, and allow time for pass coordination. Government is not liable for delays due to pass issues.
• Site Cleanliness: Contractor must clean up any mud, dirt, debris, or spills promptly.
• Spill Reporting: Immediate reporting to CO; contractor responsible for cleanup.
• Personnel: Contractor must provide a designated, English-fluent supervisor with decision-making authority.
• Worker Welfare: Contractor responsible for providing food and water for workers.
