Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Aircraft Wash Services at Spangdahlem AB, including aircraft cleaning, lubrication, and corrosion removal.

• Aircraft Wash Services: Perform specific tasks for F-16 aircraft stationed at Spangdahlem AB, adhering to Air Force and DoD directives. Services include cleaning, lubrication, and corrosion removal.

• Scheduling: Attend weekly Shared Resources meetings for wash activity coordination. The Government will schedule a maximum of seven aircraft services per week. Cancellations require notification by 1700 hours the preceding workday.

• Quality Control: Contractor must appoint a Quality Control person to develop and maintain a quality control program.

• Quality Assurance: Performance will be evaluated based on various surveillance methods. Deficiencies must be corrected promptly.

• Performance Objectives: Specific objectives include preparing aircraft for wash, removing corrosion, lubricating aircraft, using equipment properly, maintaining E-Tools, completing forms, using IMDS, adhering to safety precautions, maintaining the facility, and securing equipment and materials. Thresholds are generally 100% of scheduled services or days utilized.

• Place of Performance: Building 101 (Washrack Facility), Spangdahlem AB.

• Hours of Operation: Monday through Friday, 0700-1700 hours, excluding U.S. and German holidays. All aircraft servicing must be completed by 2359 hours on the scheduled date. Weekend work requires coordination.

• Contractor Personnel: Must be fully qualified, possess knowledge of aircraft maintenance practices, and not rely on augmentation from the 52nd Fighter Wing. Personnel must be easily recognizable, maintain grooming standards, and wear appropriate attire. Background checks and substance abuse testing are required.
