This solicitation is a Request for Quotes (RFQ) for the repair of the swimming pool at the U.S. Embassy in Brazzaville. The government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. The award will be based on initial proposals, with potential for discussions if needed.

• Removal of existing wall sealant, depth wall, and bottom floor.

• Resurfacing and installation of new tiles within the pool.

• Correction of piping leaks.

• Pool deck erosion control.

• Debris/trash removal.

• Transportation and services for completion of work.

• Comprehensive renovation including repairs to the pool structure, recirculation, plumbing, and electrical systems, and restoration of the pool deck.

• All work must be in accordance with local and US Standard construction industry practices.

• Minimum of five (5) years of experience in pool structural construction and finishes is required.

• Three (3) references for similar jobs in the past five (5) years must be provided.

• The project is a restoration, not a redesign.

• Contract type: Fixed-price.

• Period of Performance: Estimated at two (2) calendar months (60 calendar days) from receipt of order.

• Estimated Value: Between $100,000 and $250,000.

• Quotations are due by April 30, 2026, at 10 am.

• Submissions must be in English and incomplete quotations will not be accepted.

• Quotations must be submitted electronically to BrazzavilleProcurement@state.gov.

• Submission format: MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat (pdf).

• File size must not exceed 30MB; larger submissions must be in separate files.

• Required documents for submission: SF-18, Section A (Pricing), Section L (Representations and Certifications), and additional information as required in Section J.

• Evaluation: Award will be made to the lowest priced, acceptable, responsible quoter.

• Not specified as a small business set-aside.

• Offerors must be technically qualified and financially responsible.

• Offerors must have an established business in the Republic of the Congo or plan to establish one within 30 days of award.

• Offerors must provide proof of SAM registration.

• A pre-bid site visit is advised.

• A preconstruction conference will be held 10 days after contract award.

• The solicitation includes numerous FAR and DOSAR clauses covering various aspects of the contract, including safety, security, payment, and materials.
