Solicitation / RFP / RFQ

This Request for Quotes (RFQ) is for the repair of the swimming pool at the recreational center of the U.S. Embassy in Brazzaville. The government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price, based on initial proposals without discussions, though discussions may be held if needed.

• Removal of existing wall sealant, depth wall, and bottom floor.

• Resurfacing and installation of new tiles within the pool.

• Correction of piping leaks.

• Pool deck erosion control.

• Debris/trash removal.

• Transportation and services for completion of work.

• Comprehensive renovation of the pool structure, recirculation, plumbing, and electrical systems, and restoration of the pool deck.

• Installation of deck markings at maximum and minimum depths.

• The pool must lose no more than 5cm of water per week.

• Electrical wiring must meet current safety and operational standards.

• Repair of the surrounding pool deck, including addressing any sinkholes.

• All pool tiling shall be fully replaced.

• Replacement of white LED pool spotlights.

• Installation of GFCI protected power outlets at 10mA.

• Pool equipment and chemical storage rooms to be maintained in a cool, dry, and well-ventilated condition.

• Emergency Eyewash Station to be provided.

• Replacement of all pool equipment in the technical room.

• Installation of a stainless-steel handrail at the deep end and two stainless steel handrails at the shallow end.

• Installation of 3 underwater lights on a sun sensor/timer.

• Resurfacing the pool basin with non-corrosive and humidity resistant ceramic tiles (color to be approved).

• Ensuring plumbing and electrical equipment in the pump room are working properly.

• Water circulation to wading and adult pools to be separate.

• Pool drainage to comply with Virginia Graham Baker anti-entrapment requirements.

• Consideration for accessibility for physically disabled persons.

• Installation of safety signage (POOL RULES) in English and host country language.

• Testing and commissioning of the entire system.

• Provision of a maintenance kit including an automatic electric pool cleaner.

• Pool deck to be covered with travertine with a suitable slope for drainage.

• Provision of a certified stainless-steel pool ladder with anti-slip coating.

• Minimum requirements include understanding English, established business presence in the Congo (or plans to establish within 30 days of award), SAM registration, prior construction experience, necessary personnel/equipment/financial resources, local licenses/permits, local insurance, ability to obtain performance security, no adverse criminal record, and no political/business affiliations contrary to U.S. interests.

• Contractors are advised to visit the site to develop their proposal.

• A preconstruction conference will be held 10 days after contract award.

• Deliverables include Securities/Insurance, Construction Schedule, Preconstruction Conference, Personnel Biographies, Payment Request, Request for Substantial Completion, and Request for Final Acceptance.

• Applicable standards include OSHA 2007, US Army Corps of Engineers, ISPSC, ADA, NFPA 70, and NFPA70E.

• Attachments include a Sample Bank Letter of Guaranty and a Breakdown of Price by Divisions of Specifications.
