Submission & Evaluation

  • Proposal Due Date: February 05, 2026, by 02:00 PM (local time). Proposals must be submitted electronically via email in PDF format, adhering to specified page limits and formatting.
  • Site Visit: A site visit was held on January 07, 2026, at 1:00 pm MST at the 341st Contracting Squadron Auditorium. Offerors requiring federal installation access for the site visit were required to submit a Contractor Entry Authorization List (CEAL) by December 30, 2025.
  • Evaluation Factors: Past Performance is significantly more important than Price. The Government intends to award without discussions but reserves the right to conduct them. A 10 percent price evaluation preference will be applied to offers from HUBZone small business concerns.
  • Past Performance: "Recent" is defined as projects completed or ongoing within the last five years. "Relevant" means projects with a similar scope to the solicitation requirements and valued at or above $350,000.00.
  • Offer Validity: Offers providing less than 90 calendar days for Government acceptance will be rejected.
