Bidders and their personnel who may need to access USDA NCAH facilities must ensure they possess one of the accepted forms of identification. Statement of Work (SOW) / Performance Work Statement (PWS)

To perform necessary repairs and maintenance on six (6) Hoop Buildings (H1-H6) at the USDA National Centers for Animal Health (NCAH) in Ames, IA, which were damaged by windstorms.

The contractor shall provide all labor and materials for the following repairs across the specified Hoop Buildings:

• Hoop Building H1: Replace East end cover, install new end door, patch membrane, replace weather stripping, replace damaged metal wall siding panels, replace damaged metal corner covers, replace damaged wood blocks behind winch assemblies, and install new gravel bed. Inspect and report on building straps, cables, winches, and bolts.

• Hoop Building H2: Replace damaged wood blocks behind winch assembly, replace damaged metal wall siding panels, and replace damaged metal corner covers. Inspect and report on building straps, cables, winches, and bolts.

• Hoop Building H3: Remove and replace existing end and top covers, replace weather stripping around overhead doors, replace damaged metal wall siding panels, and replace damaged metal corners. Inspect and report on building straps, cables, winches, and bolts.

• Hoop Building H4: Replace damaged metal wall siding panels. Inspect and report on building straps, cables, winches, and bolts.

• Hoop Building H5: Install new top cover. Inspect and report on building straps, cables, winches, and bolts. (Cattle will be moved out during repairs).

• Hoop Building H6: Install new saddle brackets and diagonal brace pipes for overhead door support, replace East exterior door, and replace damaged metal wall siding panels. Inspect and report on building straps, cables, winches, and bolts. (Work to be completed before H3 repairs).

• Duration: 360 days from the Notice to Proceed.

• Location: USDA National Centers for Animal Health (NCAH), Ames, IA.

• Site Security: Strict access control, sign-in/out procedures, contractor ID badges required. Work is in a limited access zone. Personal vehicles must be parked in designated lots. Access to non-project areas is prohibited without escort.

• Work Hours: Regular hours are 7:00 am - 3:30 pm, Monday-Friday. Work outside these hours requires advance COR approval.

• Utilities: Existing USDA utilities may be used; contractor responsible for temporary connections.

• Temporary Facilities: Contractor to supply portable toilets. Dumpster/roll-off location to be coordinated with COR.

• Submittals: Construction schedule (10 days after award), bi-weekly status reports, manufacturer details for materials, shop drawings, and close-out submittals (O&Ms, warranties).

• Quality: Workmanship and materials must match existing or be approved equal. Damaged surfaces must be refinished. Site must be kept clean. Proper safety equipment is mandatory.

• Warranty: A three-year warranty for workmanship and materials is required, starting at project completion.

• Deliverables: Project Schedule, Biweekly Status Reports, Product Submittals, Substantial Completion, Punch list completion, O&Ms and Warranty documentation.
