Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) establishes the requirements for upgrading and installing stand-alone Closed-Circuit Television (CCTV) security camera systems and Card Access Systems (CAS) at two Portland Area Indian Health Service pharmacy facilities. The goal is to ensure compliance with Indian Health Manual Part 3, Chapter 7 -- Pharmacy, Sections 3-7.7 Pharmacy Security requirements.

• Upgrade the existing obsolete CCTV and CAS system at the Yakama Service Unit.

• Install a new CCTV and CAS system at the Fort Hall Service Unit.

• Provide all labor, supervision, materials, equipment, tools, supplies, transportation, and incidental services.

• Ensure systems meet specified performance standards and Indian Health Manual requirements.

• Maintain existing CAS throughout the facilities.

• Yakama Service Unit:

  • Upgrade CCTV system with minimum 29 high-quality cameras (5MP resolution).
  • Upgrade Card Access System with 3 existing reader locations and new electric strikes/door release mechanisms at 5 pharmacy entrances and 3 medication room entrances.
  • Systems must be IP-based, support PoE, and have a separate physical network for video traffic.
  • Recording and storage capacity for minimum 45 days.
  • 5-year warranty and maintenance support.

• Fort Hall Service Unit:

  • Install new CCTV system with coverage for medication filling, entries/exits, prescription storage, counseling rooms, controlled substance safes, etc. (3MP to 12MP resolution cameras).
  • Provide audio recording capability in dispensing window and counseling rooms.
  • Install new Card Access System with electric strikes/door release mechanisms at 5 pharmacy entrances and 3 medication room entrances.
  • Systems must be IP-based, support PoE, and have a separate physical network for video traffic.
  • Recording and storage capacity for minimum 30 days.
  • 5-year warranty and maintenance support.

• Both Locations:

  • Systems must be capable of continuous 24/7 operation with automatic backup power (minimum 24 hours).
  • Minimal disruption to pharmacy operations.
  • User-accessible and operable by IT and non-IT personnel.
  • Comprehensive documentation and on-site training.

• Period of Performance: From contract award through March 1, 2026.

• Place of Performance:

  • Yakama Service Unit, Toppenish, WA
  • Fort Hall Service Unit, Fort Hall, ID

• Compliance with Indian Health Manual, NIST, FIPS, ANSI, NEIS, UL, and NEC standards.

• Contractor must provide all necessary equipment and materials; no government-furnished equipment.

• Site assessments are strongly recommended.

• TERO requirements apply to Fort Hall work.

• Deliverables include Project Schedule/Gantt Chart, Site Assessment Report, Pre-Installation Packages, Equipment Specifications, Manufacturer Cut-Sheets, System Readiness Checklists, and Final Completion Documentation.

It serves as a self-certification for offerors to confirm they meet the definition of an "Indian Economic Enterprise" as required by the Buy Indian Act. This form is to be submitted in response to a Sources Sought Notice, Request for Information (RFI), or Solicitation.

• Self-Certification: Offerors must attest whether they meet the definition of an "Indian Economic Enterprise" with "Indian Ownership."
• Eligibility Period: The enterprise must meet the definition at the time of offer, contract award, and throughout the contract performance period.
• Notification Requirement: Contractors must immediately notify the Contracting Officer if they no longer meet eligibility requirements.
• Documentation: Contracting Officers may require documentation of eligibility, and awards may be subject to protest.

• Penalties: False or misleading information is a violation of law and subject to penalties.
