Purpose & Scope

The DAF aims to optimize its real property assets by leasing underutilized parcels for private commercial AI data center use. This initiative aligns with Executive Order 13327 on Federal Real Property Asset Management and 10 U.S.C. § 2667, which allows leasing to non-Federal entities for fair market value. Offerors can propose projects for one or more of the specified installations. While the Government may purchase AI Data Center services or power, it is not obligated to do so, and proposals should not include such purchases. Properties are leased "AS-IS/WHERE-IS," and Offerors are responsible for all necessary environmental and non-environmental permits and approvals.

Key Requirements

Offerors must submit comprehensive proposals addressing:

  • Project Description: Market analysis, feasibility, development, construction, and operations plans.
  • Return to the Government: Proposed rental consideration and a financial pro forma.
  • Organization, Experience, and Capability: Corporate structure, team experience, and financial capability.
  • Integrated Project Plan and Schedule: Critical activities, milestones, and timelines.

Contract Details

  • Type: Request for Lease Proposal (RFLP)
  • Lease Term: Up to fifty (50) years, potentially longer if it promotes national defense or Government interest.
  • Consideration: Monetary, not less than fair market value, paid in cash.
  • Upfront Payment: A cash payment of up to $250,000 is required at lease execution to cover the Government's direct costs.

Eligibility & Set-Aside

Small business concerns are encouraged to participate. Certain RESS and PRESS contractors and their team members are precluded from proposing due to potential conflicts of interest.

Submission & Evaluation

  • Proposals Due: May 29, 2026, by 5:00 PM CT.
  • Submission Limit: 40 pages (Word or PDF), excluding certain documents.
  • Industry Events: A virtual Industry Day Webinar and site visits are scheduled in April 2026.
  • Evaluation: A two-phase, best-value process will be used. Factors 1 (Project Description) and 2 (Return to the Government) are more important than Factors 3 (Organization, Experience, and Capability) and 4 (Integrated Project Plan and Schedule).
