Opportunity Overview

The DAF aims to optimize the value of its real property assets by leasing land for private commercial AI data center use. While the Government may negotiate separate contracts for AI data center services or power in the future, this RFLP is solely for the lease of land and does not obligate the Government to purchase such services.

Key Requirements & Deliverables

Offerors must propose the development, construction, and operation of commercial AI data centers on one or more of the specified installations. Proposals should demonstrate market demand and feasibility, adhering to all Federal, State, and local laws, including DoD/DAF Anti-Terrorism and Force Protection requirements. Prohibited uses include activities adversely affecting military operations, security, or environmental constraints. Notably, Sites 2 and 5 have been eliminated from consideration.

Contract Details

Leases will have a term of up to fifty (50) years, with potential for longer terms if justified by national defense or government interest. Consideration for the lease must be paid in cash and be not less than the fair market value. A cash payment, estimated not to exceed $250,000, is required at lease execution to cover the Government's direct transaction costs. The properties are leased "AS-IS/WHERE-IS," and offerors are responsible for environmental analyses, permits, and utility interconnections. The Air Force will entertain nuclear reactors (e.g., SMRs) as power sources but will not participate via equity investment.

Submission & Evaluation

Proposals are due by June 29, 2026, at 5:00 PM CT. Offerors must first submit an email indicating intent, followed by instructions for uploading to a secure site. Proposals will be evaluated using a two-phase, best-value process based on four factors: Project Description, Return to the Government, Organization/Experience/Capability, and Integrated Project Plan and Schedule. Factors 1 and 2 are considered more important. Proposals are limited to 40 pages, excluding certain appendices.

Eligibility & Set-Aside

Small business concerns are encouraged to participate. Offerors must not pose a threat to national security, health, morals, or welfare, and certain contractors are precluded from proposing due to potential conflicts of interest.

Important Clarifications & Notes

  • Site Eliminations: Sites 2 and 5 are no longer available.
  • Site 1 Fencing: Perimeter security fencing for Site 1 must comply with UFC 4-022-03.
  • Timber Sales: Costs for timber surveys/sales are not deductible from timber sales proceeds.
  • Water Wells: Existing wells on Richardson side range 145'-166' deep; new well permits required.
  • Power: Government has no capacity to provide power; offerors must secure their own. Nuclear generation technologies are receptive.
  • Government Use: The Government does not currently intend to use the AI data centers for its own workloads.
  • Multiple Awards: Multiple awards are possible at the installation level, but only one award per specific parcel.
