Purpose & Scope
The DAF is issuing this RFLP to solicit proposals from qualified entities interested in leasing underutilized parcels of land for private commercial AI data center use at three active military installations in Alaska. The primary objective is to secure monetary consideration for these leases, aligning with federal policies to optimize the value of real property assets. While the Government may purchase AI Data Center services or power in the future, it is not obligated to do so, and proposals should not include such purchases. Offerors are not required to submit proposals for all installations but can choose those where a project is commercially viable. The Government can make multiple awards at the installation level but will make a single award for a specific parcel.
Key Requirements
Offerors must propose the development, construction, and operation of commercial AI data centers. Projects must demonstrate market demand and feasibility, and comply with all applicable Federal, State, and local laws, including building codes and environmental regulations. Prohibited uses include activities that adversely affect the health, safety, morals, welfare, morale, or discipline of the Armed Forces, or that are incompatible with installation mission objectives. Properties are leased "AS-IS/WHERE-IS," and offerors are responsible for their own due diligence regarding property suitability.
Contract Details
Lease terms are generally for up to 50 years, with potential for longer terms if determined to be in the national defense interest. Consideration for the lease must be paid in cash and be not less than the fair market value. A cash payment of up to $250,000.00 is required at lease execution to cover the Government's direct costs of the transaction.
Submission & Evaluation
Proposals are due by 5:00 PM CT on June 29, 2026. Evaluation will be based on a best-value selection process, considering four factors: Project Description, Return to the Government, Organization/Experience/Capability, and Integrated Project Plan and Schedule. A virtual Industry Day Webinar was held on April 23, 2026, and site visits were scheduled from April 28-30, 2026.

Small business concerns are encouraged to participate. Offerors must not have conflicts of interest with specific government contractors.
