• Lease Commencement: Expected lease commencement is to be determined. Lease negotiations will begin approximately 30 days after a Potential Lessee is selected, with NEPA compliance taking several months prior to lease signing.
• Project Submission: Offerors can submit proposals for individual parcels or multiple parcels that form an integrated project. Multiple proposals for different projects on an installation are allowed if they are unique and independent.
• Site Selection: The Government may select up to one Lessee per parcel but can select multiple Offerors for different projects on an installation. The Government will decide whether to proceed with a proposed project or maintain land for military training based on proposal merits.
• Service Costs: Site fire department and emergency services costs will be on a "per call" basis, determined during negotiations.
• Financial Model: An integrated model is required, capturing capital costs, operating expenses, and revenue for both power generation and AI data center activities. This can be presented on different tabs.
• Demolition Reserve: Offerors are responsible for estimating demolition costs and the corresponding reserve.
• Rights of Way: The Government will grant easements to utility companies for access to water and gas services if lines must cross installation land outside the leased parcel.
• Site Lease Usage: Offerors can propose to lease only a sub-section of a site, not necessarily the entire land area.
• Multiple Awards: The Government can make multiple awards at the installation level but will make a single award for a specific parcel.
• Government Use: The Government does not currently intend to use the AI data centers for its own workloads.

This document clarifies submission requirements, site usage, and cost considerations, which may influence how vendors prepare their proposals. No specific changes to deadlines or evaluation factors are mentioned, but the clarifications provide essential details for proposal development.

This Request for Lease Proposals (RFLP) solicits proposals for the development of commercial Artificial Intelligence (AI) data centers on underutilized parcels of land at Joint Base Elmendorf Richardson (JBER), Eielson Air Force Base (AFB), and Clear Space Force Station (SFS) in Alaska. The Government is seeking monetary consideration for leasing these properties, with the potential to purchase AI Data Center services and power, though this is not guaranteed.

Offerors must submit proposals demonstrating a viable commercial need for their proposed data center project. Key evaluation factors include:

• Project Description: Market analysis, feasibility, development, construction, and operations plans.

• Return to the Government: Proposed rental consideration and financial pro forma.

• Organization, Experience, and Capability: Corporate structure, team experience, and financial capability.

• Integrated Project Plan and Schedule: Critical activities, milestones, and timelines.

• The lease term is not to exceed fifty (50) years, unless a longer term promotes national defense or the Government's interest.

• Consideration for the lease must be paid in cash and be not less than the fair market value.

• A cash payment of up to $250,000.00 is required at lease execution to cover the Government's direct costs.

• Proposals are due by 5:00 PM CT on 29 May 2026.

• Submissions are limited to 40 pages (Word or PDF), excluding certain documents.

• A virtual Industry Day Webinar and site visits are scheduled in April 2026.

• Evaluation will be a two-phase, best-value process, with Factors 1 and 2 being more important than Factors 3 and 4.

• Small business concerns are encouraged to participate.

• Certain RESS and PRESS contractors and their team members are precluded from proposing.

• Properties are leased "AS-IS/WHERE-IS".

• Offerors are responsible for all environmental and non-environmental permits and approvals.

• The Government reserves the right to cancel the RFLP or reject all submissions.

This Request for Lease Proposals (RFLP) seeks proposals for the development of commercial Artificial Intelligence (AI) Data Centers on parcels of land at Joint Base Elmendorf Richardson (JBER), Eielson Air Force Base (AFB), and Clear Space Force Station (SFS) in Alaska. The government is seeking monetary consideration for leasing these underutilized properties.

• Development, construction, and operation of AI Data Centers.

• Proposals can be for one or more of the listed installations.

• Offerors must demonstrate market demand and feasibility for their proposed project.

• Projects must comply with all applicable Federal, State, and local laws, including building codes, and Department of Defense/DAF Anti-Terrorism and Force Protection requirements.

• Prohibited uses include activities adversely affecting health, safety, morals, welfare, morale, or discipline of the Armed Forces; impacting installation mission objectives; ultra-hazardous uses; or uses incompatible with environmental or operational constraints.

• Lease terms are not to exceed fifty (50) years, unless a longer term promotes national defense or is in the government's interest.

• Consideration for the lease must be paid in cash and be not less than the fair market value.

• A cash payment of up to $250,000.00 is required at lease execution, separate from rental payments.

• Proposals are due by 5:00 PM CT on 29 May 2026.

• Submission is via email to indicate intent, followed by instructions for uploading to a secure site.

• Proposals will be evaluated using a two-phase, best-value process based on four factors: Project Description, Return to the Government, Organization/Experience/Capability, and Integrated Project Plan and Schedule.

• Key deadlines include registration for the virtual Industry Day Webinar (April 16) and site visits (April 20).

• Small businesses are encouraged to participate.

• Offerors must not have conflicts of interest with specific government contractors.

• The government is not obligated to purchase AI Data Center services or power from the selected lessee(s).

• Properties are leased "AS-IS/WHERE-IS".

• Offerors are responsible for environmental analyses (EA/EIS) and new Environmental Baseline Surveys (EBS).

• Appendices include depictions of properties, mandatory clauses, insurance requirements, offeror's cover page, non-disclosure provisions, pre-offer inquiry form, and a non-binding term sheet.
