Scope of Work
The comprehensive scope includes the manufacture, assembly, testing, delivery, installation, configuration, site adaptation, and optimization of all three NAVAIDS systems. Key deliverables and services encompass:
- Procurement and delivery of VORTAC, ILS/DME, and Weather Radar systems.
- Site survey, civil works (grading, trenching, concrete), and infrastructure improvements.
- Installation, Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), and flight inspection support.
- Provision of site-consumable spares, organizational-level spares, specialized tools, and a two-year supply of spare parts.
- Two years of comprehensive on-site Contractor Logistics Support (CLS), including technical support and a maintenance/supply office.
- Operation and Maintenance (O&M) training for AAF personnel, and provision of system manuals (hard copy and electronic), all in English.
- A standard commercial warranty of two years for each system.
- Shipping of all equipment to Kucova Air Base, Albania. Systems must be commercially available and meet or exceed applicable ICAO, NATO STANAG, NEC, UFC, and MILSTD references.
Contract Details
- Type: Firm Fixed Price (FFP) for all Contract Line Item Numbers (CLINs).
- Set-Aside: Unrestricted (Full and Open Competition).
- Place of Performance: Kucova Air Base, Albania.
- Period of Performance: Includes installation, testing, and a two-year CLS period following SAT and flight inspection.
- Funding: Obligation is contingent upon the availability of funds.
Submission & Evaluation
- Proposal Due: April 30, 2026, 5:00 PM EST.
- Questions Due: April 10, 2026, 5:00 PM EST.
- Submission Method: Electronically via DoD Safe. Proposals must be valid for at least 180 days.
- Evaluation: A "best value trade-off" source selection methodology will be used. Evaluation factors include Technical (more important than Cost/Price), Cost/Price, and Small Business Participation Commitment. Within the Technical factor, Schedule Adherence is the most important subfactor, followed by Installation Plan, Program Management in a Foreign Country, and Prior Experience. The Small Business Participation Commitment will be rated "Acceptable or Unacceptable" and is a go/no-go requirement.
Additional Notes
A Government Site Survey was conducted at Kucova Air Base, and a copy of the report is available upon request to the Contracting Officer. Offerors must comply with all Albanian laws and regulations. The Government reserves the right to cancel this effort at any time.
