Purpose & Scope
The primary objective is to procure, deliver, install, and support critical air navigation and weather systems for Kucova Air Base. The scope includes the manufacture, assembly, testing, delivery, installation, configuration, site adaptation, and optimization of the VORTAC, ILS/DME, and Weather Radar systems. These systems must be commercially available and meet or exceed applicable ICAO, NATO STANAG, NEC, UFC, and MILSTD references.
Key Requirements & Deliverables
- System Provision: One VORTAC, one ILS/DME, and one Weather Radar system.
- Infrastructure: Site survey, civil works (foundations, grading, trenching), and construction drawings.
- Equipment: Dual redundant electronics, remote monitoring, BITE, ancillary equipment, environmental protection (rust, corrosion, humidity, UV), and shelters with redundant HVAC, backup generators, ATS, AVR, and UPS.
- Logistics & Support: Provision of site-consumable spares, organizational-level spares, spare modules/LRUs, specialized test/calibration tools, and transportation of all equipment to Kucova AB, Albania.
- Training & Documentation: Operations and Maintenance (O&M) training (in English), system manuals (Level II, organizational/field, in English).
- Warranty & CLS: A two-year standard commercial warranty and two years of comprehensive on-site Contractor Logistics Support (CLS).
- Testing: Factory Acceptance Testing (FAT) coordinated with DCMA, Site Acceptance Testing (SAT), and support for Flight Inspection (FI).
- Program Management: Integrated Master Schedule (IMS), Post-Award Conference (PAC), Program Management Reviews (PMRs), and Technical Interchange Meetings (TIMs).
- Compliance: Adherence to USG requirements for travel and work in Albania, including security and personnel management.
Contract Details
- Contract Type: Firm Fixed Price (FFP) for all CLINs.
- Award: The Government intends to award one (1) contract.
