This opportunity seeks to provide the Albanian Air Force (AAF) with one Very High Frequency Omni Directional Range Tactical Air Navigation (VORTAC) system, one Category I Instrument Landing System/Distance Measuring Equipment (ILS/DME) system, and one Weather Radar system for Kucova Air Base, Albania. This is a Full and Open competition. Proposals are due by May 29, 2026, 5:00 PM EST.
Scope of Work
The selected contractor will be responsible for the manufacture, assembly, testing, delivery, installation, configuration, site adaptation, and optimization of the three NAVAIDS systems. The comprehensive scope includes:
- Conducting a site survey and performing necessary civil work improvements (e.g., foundations).
- Providing a supply of site-consumable spares, organizational-level spares, spare modules/Line Replaceable Units (LRUs), and specialized test/calibration tools.
- Ensuring systems feature dual redundant electronics, remote status monitoring, Built-In Test Equipment (BITE), and ancillary equipment.
- Implementing environmental protection measures and providing redundant HVAC units, backup generators, ATS, AVR, and UPS for system shelters.
- Delivering Operations and Maintenance (O&M) training in English, system manuals in English, a two-year standard commercial warranty, and two years of comprehensive on-site Contractor Logistics Support (CLS).
- Performing Site Acceptance Testing (SAT) and supporting Flight Inspection (FI) for calibration and alignment.
- Coordinating with the local DCMA office for Factory Acceptance Testing (FAT) and inspection, and providing a detailed FAT report.
- Managing transportation of all equipment to Kucova AB, Albania.
Key Requirements
All systems must be commercially available and meet or exceed applicable references, including ICAO, NATO STANAG, NEC, UFC, and MILSTD. Detailed technical specifications and performance parameters are outlined in the updated Attachment 2, System Requirements Document (SRD_Albania AL-D-QAD_v2_10Dec25).
Contract Details
- Contract Type: Firm Fixed Price (FFP) for all Contract Line Item Numbers (CLINs).
- Competition: Full and Open (Unrestricted).
- Set-Aside: None.
- Evaluation: Award will be based on a "best value trade-off" source selection methodology. Evaluation factors include Technical (more important than Cost/Price), Cost/Price, and Small Business Participation Commitment (rated "Acceptable or Unacceptable" and is a go/no-go requirement). Within the Technical factor, Schedule Adherence is the most important subfactor, followed by Installation Plan, Program Management in a Foreign Country, and Prior Experience.
- Small Business Participation: All Prime Contractors, regardless of size, must complete and submit Attachment 3, Small Business Participation Commitment Document (SBPCD), detailing their commitments as a percentage of the total contract value.
