Scope of Work
The program requires the provision of one Very High Frequency Omni Directional Range Tactical Air Navigation (VORTAC) system, one Category I Instrument Landing System/Distance Measuring Equipment (ILS/DME) system, and one Weather Radar system. These systems must be commercially available, support AAF and NATO inventory aircraft (VFR/IFR), and meet applicable ICAO, NATO STANAG, NEC, UFC, and MILSTD references.
Key responsibilities include:
- Manufacture, assembly, testing, delivery, installation, configuration, site adaptation, and optimization of all systems.
- Conducting civil work improvements, including site foundations.
- Providing a two-year supply of site-consumable and organizational-level spares, and specialized test/calibration tools.
- Offering Operations and Maintenance (O&M) training in English and system manuals in English.
- Providing a two-year standard commercial warranty and two years of comprehensive on-site Contractor Logistics Support (CLS).
- Performing Site Acceptance Testing (SAT) and supporting Flight Inspection (FI).
- Ensuring equipment protection against environmental effects and providing redundant HVAC, backup generators, ATS, AVR, and UPS for system shelters.

Evaluation Factors
Award will be based on a "best value trade-off" source selection. The Technical factor (including Schedule Adherence, Installation Plan, Program Management in a Foreign Country, and Prior Experience) is more important than Cost/Price. Schedule Adherence is the most important technical subfactor. A Small Business Participation Commitment Document (SBPCD) is required and will be rated "Acceptable or Unacceptable" as a go/no-go requirement.
