This multiple-award IDIQ seeks to acquire commercially-produced satellite-based terrestrial and space weather data. Proposals are due May 22, 2026, at 2:00 PM ET.
Purpose & Scope
NOAA aims to operationalize and expand the use of commercial observation data to complement existing government systems, advance environmental monitoring, and improve weather forecasting and space weather prediction. This is a new undertaking, not a continuation of incumbent services.
The IDIQ covers seven Functional Categories: GNSS-RO, GNSS-R, Microwave Sounders, Multispectral Imagery, Infrared Sounders, Thermospheric Neutral Density, and Active Sensors. Data must originate from satellites with World Meteorological Organization (WMO) identifiers or equivalent.
Task Order 01 (TO-1) specifically targets near-real-time global navigation satellite system (GNSS) radio occultation (RO) data and Total Electron Content (TEC) data. NOAA seeks 10,000 to 26,000 compliant RO profiles per day and 500 to 1,000 compliant TEC tracks per day. A minimum base quantity of 500 compliant RO profiles per day must be proposed.
Contract Details
- Type: Multiple-Award IDIQ (ProTech 2.0 SBEM Domain) with Firm-Fixed-Price (FFP) and/or Firm-Fixed-Unit-Price (FFUP) Task Orders.
- Value: Overall ProTech 2.0 ceiling is $8 billion. Minimum guarantee of $250 per IDIQ award.
- Period of Performance:
- IDIQ Base: September 1, 2026 – August 31, 2031 (5 years).
- TO-1 Data Delivery: December 1, 2026 – December 1, 2028 (or January 5, 2027 – December 1, 2028 for new providers).
- Set-Aside: Unrestricted, with a reserve for small businesses (at least 12 awards anticipated).
- Payment: Firm-Fixed-Unit-Price (FFUP) based on actual usage, billed monthly.
- Data Rights: NOAA will receive a perpetual, non-exclusive, irrevocable, worldwide license for data use.
Submission & Evaluation
Proposals must be submitted electronically in three volumes: Business, Technical Capability, and Price. The IDIQ proposal email size limit is 20MB, and TO-1 is 25MB. Offerors must be actively registered in SAM.gov.
Award will be made on a Best Value Tradeoff basis, with Technical Approach being significantly more important than Price. For TO-1, NOAA may award up to three technically acceptable providers to ensure data redundancy. While active FedRAMP High authorization is not required at data delivery, offerors must demonstrate compliance with FedRAMP High baseline security controls. If an offeror believes there are zero subcontracting opportunities, a detailed written rationale is required.
