Statement of Work (SOW) / Performance Work Statement (PWS)

To provide and deliver approximately 8,001 tons of hot-mix asphalt (HMA) and 8,072 gallons of Bituminous Tack and Prime Coats for the taxiway Hotel at Avon Park Air Force Range, Florida. The taxiway is a Type A traffic area supporting C-17 Operations.

• Hot-Mix Asphalt (HMA): Provide and deliver 8,001 tons of HMA Intermediate Course, Type B with PG 67-22 binder. Delivery is required between June 8, 2026, and September 15, 2026. Minimum delivery temperature is 290 degrees Fahrenheit. Deliveries must be available on nights and weekends if requested. The contractor must be able to produce a minimum sub-lot of 500 tons during an 8-hour workday.

• Bituminous Tack and Prime Coats: Provide transportation and application of approximately 1,960 gallons of Bituminous Tack Coat and 6,200 gallons of Bituminous Prime Coat. Application is required between May 2026 and October 2026.

• Quality Control: Provide field and laboratory quality control testing as required by the Government, including testing of cores from each 1,000-ton lot for Laboratory Air Voids and Stability.

• HMA must be a minimum of 290 degrees Fahrenheit at the time of delivery.

• Contractor shall not commence work without prior coordination with the Contracting Officer, Project Inspector, and Using Agency.
