Contract Details

• Contract Type: Firm Fixed-Price, Indefinite-Delivery/Indefinite-Quantity (IDIQ) Single Award.

• Proposals Due: March 12, 2026, by 11:00 AM local time. Offers providing less than 240 calendar days for Government acceptance will be rejected.
• Evaluation: Award will be based on a Subjective Tradeoff (STO) best value source selection, considering Price and Past Performance.
• Required Submissions: Offerors must submit an organization chart (including key personnel like PM, CQCM, JSF, subcontractors, interpreters) and a written response to the Past Performance Questionnaire (Atch6_PPQ Cover Ltr.pdf, Atch7_PPQ.docx).
• Eligibility: Offerors must be authorized to operate and do business in Japan and possess a general construction contractor license (special construction license).

• The contract is subject to the Status of Forces Agreement (SOFA) between Japan and the United States.
• Required insurance includes Bodily Injury (¥30,000,000 per person/occurrence) and Property Damage (¥3,000,000 per occurrence).
