Detailed specifications and drawings are provided, covering general requirements, concrete work, earthwork, exterior improvements (asphalt paving, curbs, sidewalks, pavement markings), utilities (water, storm drainage, sanitary sewer), and material removal/disposal.

Contract Details

  • Contract Type: Firm-Fixed-Price (FFP) Indefinite-Delivery/Indefinite-Quantity (IDIQ), Single Award.
  • Period of Performance: One base year with two one-year option periods, plus a potential six-month extension.
  • Estimated Value: Guaranteed Minimum of ¥300,000 (approx. $2.0K); Un-Guaranteed Maximum of ¥1,500,000,000 (approx. $9.9M) for the contract life. Estimated annual ordering is between $1,000,000 and $5,000,000. Maximum Task Order amount is ¥200,000,000 (approx. $1.3M).
  • Set-Aside: Unrestricted. Offerors must be authorized to operate and do business in Japan.
  • Place of Performance: Misawa Air Base, Japan, and within a 40 km radius.

Submission & Evaluation

Proposals require submission of three parts: Part I (Summary & Miscellaneous Data), Part II (Price Proposal), and Part III (Past Performance Proposal). Past Performance Information (PPI) should focus on recency (within 3 years) and relevancy, with a maximum of 5 pages per contract. Evaluation will be based on a Subjective Tradeoff (STO) best value source selection, considering Price and Past Performance, with past performance weighted approximately equal to price. Key personnel (PM, CQCM, JSF), subcontractors, and interpreters must be included in the organization chart. A general construction contractor license is required. Performance and payment bonds are mandatory, and electronic invoicing via Wide Area WorkFlow (WAWF) is required.
