Scope of Work

The contractor must provide all necessary labor, supervision, tools, supplies, equipment, and materials, ensuring personnel are trained, qualified, and identifiable. A Quality Control program and a phase-out plan are also required.

Submission & Evaluation
Offers must be submitted electronically to Mirna.GastelumRomero@va.gov. Submissions must be labeled with the Contractor's name, business address, solicitation number, and point of contact, and include a cover letter and completed SF1449. Two separate files are required: File #1 for General Information and Price/Cost Schedule, and File #2 for Special Standards of Responsibility.
Award will be made to the responsible offeror whose proposal is most advantageous to the Government. Price is the sole evaluation factor, provided it is reasonable and within available funding. Special standards of responsibility include specialized experience in cleaning services, ability to reach four-story buildings, and two years of verifiable experience with large facilities.
Additional Notes
Offerors must be registered in the VA's financial system (10091 webform) and the System for Award Management (SAM). SDVOSB offerors must be VetCert certified by the SBA and comply with limitations on subcontracting.
