Scope of Work
The contractor will provide non-personal services for the collection and disposal of refuse and bulk waste. This includes furnishing, servicing, and maintaining dumpsters, providing roll-off services for bulk waste, and servicing VA-owned portable trash receptacles. All services must comply with federal, state, and local laws, as well as OSHA and EPA regulations. Monthly reports, including invoices, haul/weight/landfill tickets, and tonnage reports, are required.

Bidders may be required to demonstrate that at least 51% of personnel costs for contract performance will be spent on employees of the SDVOSB concern or other SDVOSB concerns.
Submission & Evaluation
Proposals must be submitted electronically in three volumes: Technical, Past Performance, and Price. Evaluation factors include Technical Capability, Past Performance, and Price, with Technical and Past Performance being of equal importance. Past performance will be assessed using CPARS and other government resources, and bidders must submit a list of past performance references using Attachment E.
