This solicitation is a Request for Quotation (RFQ) for lawn and grounds maintenance services at the Oscar G. Johnson VA Medical Center in Iron Mountain, Michigan. The services include weed and feed lawn care, vegetation control, fertilizing, aeration, and over seeding to maintain a professional appearance.

• Monthly chemical treatment of vegetation in various areas (cracks, walls, curbs, paved areas).

• Fall preparation and over seeding of existing lawns (September 15 - October 15).

• Vibration aeration of all lawn surfaces (core aeration is prohibited).

• Use of basic landscaping blend grass seed suitable for the Michigan region.

• Application of starter fertilizer as needed.

• Annual four-step fertilizing/herbicide treatment program (Early Spring, Late Spring/Early Summer, Midsummer, Late Fall).

• Contractor must be state-certified for herbicide application.

• Material Safety Data Sheets (MSDS) must be provided prior to notice to proceed.

• Chemicals to be applied between 3 PM and 8 PM, Monday-Friday, unless approved otherwise.

• Contractor personnel must wear visible identification and VA PIV cards.

• Compliance with facility policies, including drug-free and weapon-free environment.

• Adherence to VHA Directive 1192 regarding influenza vaccination or masking for healthcare personnel.

• Contractor is responsible for background checks, fingerprinting, and associated costs.

• Contract Type: Firm Fixed Price.

• Period of Performance: Upon Award through April 30, 2027, with four (4) one-year option periods.

• Estimated Value: $9.5 Million (for the base period).

• Quotes are due by April 29, 2026, 10:00 AM CST.

• Submission is via email to debbie.bruening@va.gov. Email size limit is 7MB; larger responses must be split.

• Key submission requirements include: Completed Price/Cost Schedule, SF 1449 blocks, Experience list, Technical Capability documentation (licenses, MSDS, certifications), and Veteran Owned Small Business Status proof if applicable.

• Evaluation Factors: Price, Technical Capability, Experience, and Veteran Owned Small Business Status.

• A site visit is strongly suggested for April 21, 2026, at 09:00 AM CST at the Oscar G. Johnson VA Medical Center.

• Questions must be submitted in writing via email by April 22, 2026, 10 AM CST.

• The acquisition is UNRESTRICTED (as indicated on SF 1449, Block 10).

• Preference will be given to Veteran Owned Small Businesses (VOSBs) and Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) when other factors are equal.

• Offerors must complete and submit VAAR Clause 852.219-75 (Limitations on Subcontracting) if applicable.
