Scope of Work
The selected Design-Builder will be responsible for the demolition of existing shade structures and related infrastructure, followed by the design and construction of two new shade structures. Each structure will be approximately 7,000 square feet, 8 feet in height, and feature manually operated retractable shade panels suspended by aircraft cables. The project also includes the integration of a sprinkler system for growing and staging areas. The Design-Builder must be licensed in Texas and will be solely responsible for all design, permitting, construction, and adherence to applicable local, state, and federal codes, including International Building Code (IBC) and ASCE-7.
Contract Details
- Contract Type: Firm-Fixed-Price
- Set-Aside: Total Small Business Set-Aside (FAR 19.5), utilizing Simplified Acquisition Procedures (FAR Part 13).
- Period of Performance: 150 calendar days after the Notice to Proceed.
- Evaluation: Lowest-Priced Technically Acceptable (LPTA). Award will be made to the responsible offeror with the lowest evaluated price that is technically acceptable and meets all requirements.

Key Requirements & Notes
A bid guarantee (in accordance with FAR 52.228-1) is explicitly required with the pricing submission; failure to provide one may result in a nonresponsive quote. Several amendments have been issued, correcting minor errors, adding a Questions and Answers document (dated February 24, 2026), and extending the response deadline. The Government does not anticipate answering further questions.
