Quick Summary

The Department of the Army is conducting a Sources Sought to identify contractors capable of providing SAPR Program Recurring Training for the Pennsylvania Army National Guard (PAARNG). This effort aims to provide Continuing Education Units (CEUs) to full-time and collateral duty SAPR staff, enabling them to maintain their D-SAACP victim advocacy credentials. Responses are due March 19, 2026.

Scope of Work

The contractor shall furnish recurring training for up to 100 attendees per session, comprising full-time civilian, full-time National Guard, and part-time National Guard Soldiers. Training can be conducted virtually or in-person at Ft. Indiantown Gap, Annville, PA. Each session must be a minimum of 90 minutes, equating to 1 CEU per hour of interactive training. Topics must be related to upskilling or broadening victim advocacy skills, including but not limited to techniques, ethics, rapport building, crisis intervention, safety assessments, trauma-informed care, recovery-oriented advocacy, vicarious trauma prevention, and self-care. All topics must be approved by NOVA for CEU acceptability. The contractor will provide all trainers, presentation materials (e.g., PowerPoint slides, videos, scenarios), and companion materials.
