Statement of Work (SOW) / Performance Work Statement (PWS)

The Bureau of Indian Affairs (BIA), Navajo Region Facility Management Office, requires the procurement and installation of a complete security camera system for the BIA Gamerco Warehouse site.

• Design and placement of exterior cameras (including number and type).

• Installation and configuration of recording systems, cameras, and applicable software.

• Installation of network cabling and necessary infrastructure.

• Integration of IP cameras, digital storage media, system control software, communications equipment, and power supplies.

• The system must be complete, efficiently functioning, and meet stated purpose and user requirements.

• Bidders must identify any errors or omissions in the technical specification.

• The contractor is responsible for providing a complete system, including all necessary incidental materials, equipment, and labor.

• Video data stream to be recorded at high resolution and frame rate locally for at least 2-10 days.

• System must be available 24 hours a day, 7 days a week.

• Warranty service response times: 4 hours for catastrophic failures (8-hour repair limit), 8 hours for non-catastrophic failures (24-hour repair limit).

• Location: BIA Gamerco Facility Building, Gamerco, New Mexico.

• Warranty: 1 year from acceptance, with manufacturer's warranty extending for an additional 2 years.

• Contractor Qualifications: Minimum 5 years' experience in data communications systems and network cabling, full knowledge of data/networking systems, successful installation of at least three similar projects, valid contractor's license, ability to create "as built" documentation, calibrated acceptance testing equipment, and proof of certification.

• Insurance: Professional liability and worker's compensation insurance.

• System Software: Must support granular access control via Active Directory, provide web browser access to video feeds, and be configured to meet BIA requirements.

• Training: Provide training to four NRO staff members.

• Documentation: Provide "as built" documentation in paper and digital form.

• Site Visits: Contractors are strongly encouraged to conduct site visits.
