Scope of Work
The Government seeks prototype technologies to enhance HITL simulations. Offerors must address a minimum of two of the following four Technology Areas (TAs):
- TA #1: Dynamic real-time multispectral scene generation and projection/injection systems. This includes synchronized imagery for multiple spectra (EO/IR, UV, Visible, SWIR, MWIR, LWIR, RF), high-resolution complex scenes, rapid model development, and compatibility with industry-standard digital video interfaces. Specific characteristics for EO/IR and RF are detailed.
- TA #2: Midcourse and navigation environment emulation/simulation. Focuses on PNT (Position, Navigation, and Timing) solutions like GNSS and alternative PNT, including propagation, environmental, and countermeasure effects.
- TA #3: Datalink and radio communication emulation/simulation. Real-time projection/injection for multi-protocol datalink and radio communication, including swarm systems, large networks, and commercial LEO satellite communication. Solutions should focus on digital injection (1553 or TCPIP) or RF injection via RF cables, not free-space radiated RF.
- TA #4: High frame rate real-time simulation execution. Compute systems for correlated real-time flight simulations at very high frame rates (e.g., GPU-based).
Deliverables include a functional HANGS prototype technology, a Modeling & Simulation (M&S) and Testing & Evaluation (T&E) plan/report, an interface control document, an Acceptance and Verification & Validation (V&V) plan/report, software/hardware/firmware documentation, and meeting materials. Prototypes should be compatible with legacy GWEF scene generation tools like FLITES.
Contract & Timeline

Evaluation
EWPs will be evaluated based on technical merit, clarity of technical approach, schedule adherence, resource adequacy, data rights assertions, conformance to requirements, and affordability. Ratings will be "OUTSTANDING," "ACCEPTABLE," or "UNACCEPTABLE." Awards will not be made directly from the EWP.

- EWPs must be UNCLASSIFIED. There is no page limit for the Enhanced White Paper.
- Offerors bear all costs for submission.
- Follow-on production contracts or transactions are possible without further competition.
- Certain aspects of work may require SECRET level clearance and access to a DoD Installation. No Facility Security Clearance (FCL) is required to receive an award.
- Non-Government advisors from Reliance Test & Technology and Canvas, Inc. may be involved in evaluation and are prohibited from competing.
